After both sides have studied report for 10 days, it might be made public. Should either side reject the fact-finder's recommendations, negotiations would start all over again, teachers might decide on a more dramatic step. "Any time you get to this point, some kind of job action is in the back of your mind," Davis said. "A strike has not been talked about, but we have talked about withholding our services for after-school and extra-curricular activities." Negotiators have been unable to reach a middle ground after long months of negotiation.

Teachers rejected a tentative agreement in October. Teachers want a 1-year contract with an 8-percent increase in base salaries. The school board has offered 2-year contract with 1 a 5-percent increase each year. Mount Pleasant administrators recently were given pay raises averaging 6.5 percent. The two sides cannot agree on how much new state money is available for salary increases.

School administrators have said the corporation be getting a 5-percent increase in revenue in both and 1989, plus an additional 1.5 percent in new money to pay for the 5 days added to the school year. Teacher representatives have said the full 6.5 percent in new money should be used to figure how much could be given in raises. While both sides wait for Rubin's report, both Proudfoot and Davis continue to hope the dispute can resolved. Wright announced his candidacy Friday for the Republican nomination, and Jerry Griffis announced his candidacy for the Democratic nomination. All three county council at-large seats are up for election. The incumbents are Democrats Jack Peckinpaugh and Robert Donati and Republican Brad Razor. Peckinpaugh is running for county commissioner, and Razor is running for state representative. Only Donati is seeking re-election.

Republican WH (Dub) Fike filed his declaration Thursday to run for one of the at-large seats. City policeman Jack Finchum, a Democrat, also has announced his candidacy. Wright, 64, is assistant director of career services at Ball State University. He is a former teacher and principal. "I need for community leadership concerning future growth and development in Delaware County," Wright said in announcing his candidacy.

"Our future advancements should be organized to make these changes happen rather than waiting until the issues force the decisions." This will be Wright's first bid for public office. He has spent 40 years working with Delaware County's 4-H clubs. YORKTOWN A public session about the the unsettled teachers' contract at Mount Pleasant Community Schools drew little attention from township residents this week.

Hole on Friday filed his declaration to run for county treasurer in May. Hole, 45, 3005 S. Monroe is one of four Democrats who will oppose incumbent Garland Miller in the Democratic primary this spring.

(AP) The former business manager of Indiana University-Kokomo has been charged with 20 counts of theft and 10 counts of forgery in the alleged misappropriation of more than $244,000 in university funds. An affidavit filed Wednesday alleged that Richard L. Campbell, 46, of Kokomo misappropriated $244,024 from the university's mailing and duplicating account and from a petty cash fund during the last 5 years. Campbell resigned Jan. 6 after serving 20 years as business manager.

Howard Circuit Court Judge R. Alan Brubaker entered a preliminary plea of not guilty for Campbell during an initial hearing Thursday morning and set bond at $10,000. A July 15 trial date also was set. Campbell was taken to the Kokomo Police Department headquarters, where he posted bond and was released. James Green, director of IU's media relations, said the funds were insured and the university would not suffer a financial loss.

Councilman Seeks Re-election WINCHESTER, Ind. All three of Randolph County's at-large councilmen have now filed for their party's nomination in the May 3 primary election. Ralph H. Farlow, R.R. 4, filed his candidacy Friday for the Republican nomination for re-election to a fifth term on the council.

Fellow Republican at-large members, who also have filed candidacies, are Anthony Johnson, Lynn, and Richard L. Carpenter, Union City. Filing on Friday for the seat on Union School Board was Sylvia Ervin, R.R. 1, Losantville. Board President William Pangborn now holds that seat.

WRIGHT GRIFFIS clubs in Harrison, Salem and Center townships. He is a past president of the county's 4-H Clubs Inc. Wright has been a member of the Delaware County Fair Board for 11 years, and he is now the board's secretary. He also is state 4-H chairman for Kiwanis and vice president of the Delaware County Extension Board. He is a member of the Delaware County Tuberculosis Association and past president of Muncie Kiwanis.

Among Wright's concerns is continued struggle to build the proposed jail complex. He said he thought the public wanted the county to decide what government offices would be put in the complex before it was built. Wright, 2024 W. Petty Road, holds an undergraduate degree from Purdue University. He received a master's degree in school administration and a doctorate in educational administration from Ball State University.

During the 1950s, Wright was a serving on the credentials committee.
