THE MUNCIE STAR, THURSDAY, JUNE 7, 1984 House OKs $34.2 Billion Farm Bill By JIM DRINKARD Associated Press Writer WASHINGTON The House approved on Wednesday by voice vote a $34.2 billion 1985 agriculture bill for programs ranging from crop subsidies to food stamps. Approval came after the House, by a 232- 164 vote, made a 1 percent across-the-board cut in the original $34.5 billion measure. Rep. Robert Walker, who proposed the cut, called it "one small step toward fiscal responsibility." The motion passed with the backing of 101 Democrats and 131 Republicans. The measure now goes to the Senate.

In approving the bill, the House turned back another attempt to save $24 million by implementing recommendations of President Reagan's cost-cutting commission, and defeated a try to increase money for frontier research in genetic engineering. The measure includes about $10.9 billion for agriculture programs, including price supports, research, extension services, crop insurance and food inspection. It also provides $4.9 billion for rural development programs such as housing loans, lending for rural water and sewer projects, and money for soil conservation and assistance to rural electric cooperatives. Domestic food programs administered by the Agriculture Department are tabbed at $17 billion, including $10.7 billion for food stamps. The bill also includes $1.3 billion for international food assistance such as the Food for Peace program, and $427 million to fund the Food and Drug Administration and the Commodity Futures Trading Commission.

The House exceeded administration requests on items like rural housing and develoment projects and soil conservation, but made it up by cutting from the budget of the Commodity Credit Corporation which handles price supports and other areas. The Reagan administration said the measure was "consistent with the president's objectives," although it was much like the current year's package which Budget Director David Stockman had fought, saying it was full of deceptive gimmicks to make it appear less expensive than it really was. The bill's backers, led by House Appropriations Committee Chairman Jamie Whitten, D- argued that the measure actually came in with a pricetag $4 million below the amount requested by the White House. The amount is an increase of $430 million over current spending levels. But Walker called that contention "a sham" and noted that the bill actually could cost several billion dollars more than Reagan's request because it funds food stamps and nutrition programs for less than a full year.

Supplemental appropriations will be needed later to keep the programs from running out of money. "Many farmers in my area would like to see the government get off their backs," said Walker, who blamed current farm problems on federal deficit spending that drives up interest rates. "We add to agriculture's problems every time we pile onto the deficit," he said. But when Rep. William Dannemeyer, R- offered amendments to tighten administrative spending of various Agriculture Department agencies, the move was defeated on a bipartisan 153-232 vote.

The House also rejected, after considerable debate, an effort to cut the relatively small sum of $450,000 for the Agricultural Policy Institute at the University of Missouri. And Rep. George Brown, failed in an attempt to restore $10 million which Whitten's committee had cut from a top priority administration plan to support pioneering research in plant and animal genetic engineering. "This is going to absolutely preclude the possibility of this new initiative getting off the ground," said Brown. But Whitten said such basic research is based only on "high hopes without any information on which to base them." Gulf Tensions Prove Need' for Offshore Oil OMAHA, Neb.

(AP) Attacks on tankers in the Persian Gulf underscore the importance of allowing American oil companies to seeking offshore oil deposits, a Standard Oil of Indiana executive said Wednesday. The billion acres of land within 200 miles of the American coast is "where all the big areas that are left are going to be found," said Richard N. Steinhour, regional land negotiator for Standard's Amoco Production Co. in Denver. The House Appropriations subcommittee on energy and water is considering measures which could prevent oil drilling on 50 million offshore acres that could produce billions of barrels of domestic oil.

"We think there are major deposits there," he said. Steinhour was interviewed with Vincent D. Brown of Lincoln, executive director of the Nebraska Petroleum Council, and Richard A. Nichols of Kansas City, public affairs adviser for Amoco. Nichols said the three have scheduled a series of newspaper interviews in Nebraska partly because the state's farms and industry are dependent on oil products.

In addition, Rep. Virginia Smith of Chappell, is a member of the subcommittee that has restricted offshore drilling in the past, Brown said. He said he has asked Mrs. Smith to help keep the drilling restrictions out of this year's Interior Department appropriations bill. The restrictions are sought by local interest groups, including environmental ists, who are concerned about the impact of offshore drilling on the environment, Steinhour said.

In part because of the Arab oil crisis, Congress passed a new outer continental shelf oil leasing act in 1977 designed to encourage offshore oil exploration, Steinhour said. Standard Oil believes there are 28 billion barrels of oil offshore, he said. In the last two or three years, interests primarily in Southern California, New York and Massachusetts have blocked oil leases in 36 million acres, he said. This year, the subcommittee is considering expanding that area to more than 50 million acres. The House subcommittee has put restrictions on offshore drilling in the annual Interior Department appropriations bill early in the bill's stages, preventing public comment and attention to the problem, he said.

Oil companies want the restrictions dropped from this year's bill or at least debated publicly, he said. Once open to public debate, Steinhour said, the oil companies believe they can convince Congress that there are adequate safeguards in the selection and operation of offshore drilling sites. Steinhour said the Interior Department and the Reagan administration are concerned about the growing number of offshore acres falling under congressional restrictions. The restrictions have not completely stopped new offshore oil exploration. Steinhour said the federal rules allow 41 new lease sales between 1982 and 1987, although some in Calfornia have been "postponed indefinitely." (AP) China Purchases More Wheat WASHINGTON (AP) China has bought an additional 120,000 metric tons of wheat about 4.4 million bushels under the terms of a four-year agreement with the United States, the Agriculture Department said. The pact calls for China to buy a minimum of 6 million tons of wheat and corn annually. However, according to USDA's latest accounting, sales totaled only 3.83 million tons in 1983.

The shortfall was a result of a trade dispute over U.S. import restrictions on Chinese textiles.
