Vital statistics 10 Kokomo (Ind.) Tribune Friday, Aug. 23, 1991 Anti-smokers share 'guerrilla warfare' tactics SPRINGFIELD, Mass. (AP) The shock troops of the anti-smoking movement have assembled here for lessons in tactics ranging from boycotts to "guerrilla warfare" to keep cigarettes out of the hands of youngsters. About 200 activists doctors, teachers, health administrators, law enforcement officials and community organizers from as far away as Israel are taking part in the conference, which runs through Sunday. Springfield-based Stop Teen-age Addiction to Tobacco, or STAT, organized the conference to develop methods for limiting the sale and advertising of tobacco products to teen-agers and children.

On the agenda are workshops on such topics as "raining on the Philip Morris parade," "guerrilla counter-marketing tactics" and "counter-advertising and At opening ceremonies Thursday, STAT board member Joseph W. Cherner said tobacco companies are victimizing young people with advertising. "What a person does to themselves is their business, but what that person does to innocent victims is everyone's business," said Cherner, who is also president of Smokefree Educational Services in New York City. Joe B. Tye, STAT president, charged that senior executives of tobacco companies are "white-collar criminals." Conference organizers say tobacco companies induce about 3,000 minors to start smoking each day with sophisticated campaigns that target young people.

The tobacco industry has said it targets adults Dr. Robert D. Jaffe of Seattle came to the conference to teach what he calls "guerrilla warfare tactics." He said some opponents have turned to acts of civil disobedience, like whitewashing cigarette posters, though he does not "necessarily advocate" such acts. Jaffe is executive director of Washington DOC, or Doctors Ought to Care, which has shadowed a traveling Bill of Rights exhibit sponsored by the Philip Morris Co. The protesters have built a 15-foot Fiberglas likeness' of the Statue of Liberty that lifts a cigarette instead of a torch.

Its inscription: "Give me your poor, your tired, your women, your children, yearning to breathe free." For its part, STAT is pushing a boycott of foods sold by tobacco company affiliates. The group is asking organizations and businesses to stop buying products made by Nabisco, which is affiliated with R.J. Reynolds Tobacco and items of Kraft General Foods, which are sold by an operating company nf Philip Morris. Asked about the boycott, Jason Wright, a spokesman for Reynolds parent RJR Nabisco, said, ''We don't comment on publicity stunts." Reynolds in Winston-Salem, N.C., and Philip Morris U.S.A. in New York said the companies aim their advertising at adults.

"The people who work at R.J. Reynolds are parents, just like some of the anti-smoking people. We don't want our kids to smoke. We don't want anybody else's kids to smoke," said Reynolds spokeswoman Maura T. Payne.

Some participants in the conference favor more traditional means of opposition. Dr. Joe DiFranza of Fitchburg, who puts out a national anti-tobacco newsletter, was giving a workshop on efforts to restrict cigarette vending machines. He said cities and states have been banning or restricting cigarette vending machines in an "explosion of activity" over the past two years. and Lydia "Delia" (Kerns) Allen. An accountant at Bergstrom and Fingleton, he had been a systems analyst for Citizens Gas and Coke in Indianapolis. Allen was a 1956 graduate of Broad Ripple High School, attended Purdue University and graduated from Indiana Business College. He was a member of Broad Ripple United Methodist Church. Surviving are his parents of Kokomo; a brother, Floyd E.

Allen of Bloomfield Hills, and a sister Frances F. Simpson of Kokomo. Fern Kirkman Fern L. Kirkman, 80, 1000 E. Sycamore died at 6:48 p.m.

Thursday, Aug. 22, 1991, in Saint Joseph Hospital Health Center. Arrangements are pending at Fenn Funeral Home. Kutlik services Services for Anna Y. Kutlik, 75, 2536 S.

Webster are at 2 p.m. Monday in Lutheran Church of Our Redeemer. The Revs. A. Herbert Muhl and William Allison will officiate.

Kutlik died at 8:05 a.m. Thursday, Aug. 22, 1991, in Westlake Manor Healthcare Center in Augusta, Ga. She was born Sept. 27, 1915, in Blue Island, 111., the daughter of Andrew and Katherine (Tapka) Yandura.

May 28. 1938, she married Andrew Kutlik, who died June 21,1991. She was a member of Lutheran Church of Our Redeemer. Surviving are a son, Kenneth Kutlik of Augusta; and three grandchildren. A brother preceded her in death.

John Phebus ROCHESTER, Ind. John D. Phebus, 72, Rochester R.R. 3, died at 10:30 p.m. Wednesday, Aug.

21, 1991, in Holy Cross Parkview Hospital in Plymouth. He was born April 18, 1919, in Tippecanoe, a son of Howard and Orpna (Harley) Phebus. In September 1946, in Rochester, he married Julia Smith, who died in 1953. Sept. 19, 1954, in Rochester, he married Dorothy Bailey, who died in Sept.

18,1986. Phebus was retired from the maintenance department of Rochester Community School Corp. An Army veteran of World War II, he was a member Rochester First Baptist Church and a volunteer for Meals on Wheels. Surviving are a daughter, Mrs. Michael (Sue Ann) Fowler bf Kokomo; a brother, Foster Phebus of Palmdale, a sister, Kathryn Ellinger of Sun City, and a grandson.

A brother preceded him in death. Services will be at 11 a.m. Saturday in Foster Good Funeral Home. The Rev. Dr.

Sam Wright will officiate. Burial will be in IOOF Cemetery. Friends may call from 2 to 4 and 6 to 8 p.m. today and after 9 a.m. Saturday at the funeral home.

Memorial contributions may be made to First Baptist Church. Mildred Smith MESA, Ariz. Services for Mildred Dorothy Marie Hornstein Smith, 77, Mesa, were conducted Wednesday in the United Methodist Presbyterian Church in Browns Valley, Minn. Family Burial and Cremation Center handled arrangements. Smith died here at 8:45 p.m.

Saturday, Aug. 17, 1991. She was born Dec. 1, 1913, in Chokio, a daughter of Fred and Clara (Pahl) Domarus, In 1930, she married Ernest Hornstein. Smith attended Chokio schools and was a member of Chokio Lutheran Church.

She had worked in restaurants in Minnesota and in nursing homes in North Dakota, Minnesota and California, Surviving are three sons, Marvin D. Hornstein oT Browns Valley, Donald Eugene Hornstein of Kokomo, and Wayne Hornstein of Pahrump, four brothers, Bud Doramus, address unknown, Leroy Domarus of Babbitt, Alton Sjodin of Anchorage, Alaska, and Gilbert Graus of St. Petersburg, three sisters, Gertrude Wilson of Brainard, Evelyn Zak of Mesa and Mabel Miller of Gilbert; 11 grandchildren; and 13 great- grandchildren. A brother and two grandchildren preceded her in death. John Kirkpatrick HESPERIA, Calif John Fitzgerald Kirkpatrick, 28, Hesperia, died" Friday, Aug.

16, 1991, from injuries suffered in a motorcycle accident in Apple Valley. He was born July 31, 1963, in Riverside, a son of Allan and Patricia (Drew) Kirkpatrick. He was a contractor. Surviving are his father, 26016 Vista Drive Capistrano Beach, Calif. 92624, and formerly of Kokomo, his mother of Oregon; a brother, Michael Kirkpatirck of San Diego; two sisters, Kathleen Gentile of Oro Grande and Heidi Kirkpatrick of San Luis Obispo; and paternal grandparents, Mr.

and Mrs. Allan Kirkpatrick Sr. of Kokomo. Services will be at 10 a.m. Aug.
