Espich New Chairman of House Labor Committee STAR LEGISLATIVE REPORT INDIANPOLIS State Rep. Jeff Espich, R-Uniondale, was named Friday as chairman of the House Labor Committee. Espich, a four-term legislator who was chairman of the House Aged and Aging Committee in 1977-78, served on the Labor Committee during the last General Assembly. His new assignment was made by House Speaker Kermit Burrous, who Friday announced all House committee chairmen and members for the 1979-80 sessions. Espich also was named to the committees on Agriculture and on Public Health and Environmental Affairs.

21, the day of the new legislature's organizational session. House last month, was appointed chairman of the Roads and Transportation Committee. Coleman last session headed the Public Safety Committee. Other assignments given Coleman were Agriculture and Public Safety Committees. Rep.

J. Roberts Dailey, R-Muncie, was re-assigned to the budgetmaking Ways and Means Committee and the Cities and Towns Committee, both of which he served in 1977-78. Freshman Rep. Hurley Goodall, 1 D- Muncie, was placed on the Cities and Towns and Labor committees. Committee assignments given other area legislators include: -Rep.

Pat Kiely, R-Anderson, Governmental Reorganization, Education, Roads and Transportation. Defense Ministry said Wednesday air force planes strafed suspected Moslem rebel strongholds in the southern Philippines, reportedly killing 21 persons and wounding 35. The ministry's announcement followed a protest Tuesday by religious leaders who charged that air force planes and helicopters bombed and strafed two villages south of Manila, killing 17 civilians and wounding 23 others, including many women and children. It was not immediately clear if the Defense Ministry's announcement concerned the same attack that the religious leaders referred to in a protest letter sent to the Ministry and made public Tuesday.
