(AP) — Government experts figure it wil take two years before states and cities get' around to setting up permanent nationwide civil defense program. The Civilian Defense Office In the National Security Resources Board »ays It will hnve a plan for a permanent program ready for states and communities in September. Three states, Florida, fdaho and Kansas, haven't even named anyone to look Into civil defense problems. South Dakota has authorized appointment of a director but hasn't filled the job. NSRB Works on Models NSRB is working now on suggested models for civilian defense laws for the states and ordinances for the cities.
