The 2 p.m. Dow Join average of 30 industrial stocks was up at 955.29 on top of a 21.11-point gain last week.

Advances outnumbered declines by better than a 2-1 margin among New York Stock Exchange-listed issuer Trading was active, with Big Board volume reaching 14.12 million shares by mid-afternoon. Analysts said the catalyst tor today's advance was provided by the Fed late Friday when it approved a reduction in the discount rate from 514 to 5H per cent. The discount rate is the charge the central bank makes on loans to its member commercial banks. The cut was seen as a step toward easier credit and expansion of business activity. This morning the First National Bank of Chicago lowered its prime lending rate from 614 to O'Xi per cent, following the lead of New York's Morgan Guaranty Trust last Friday.

With those favorable influences working for it, the market shrugged off a judge's ruling Friday evening against part of the financial rescue plan developed nearly a year ago for New York City. Brokers noted a calm atmosphere as officials sought alternative measures to keep the plan in operation. Sears Roebuck picked up a point to on news of a 34 per cent increase in the company's third quarter earnings. Kaufman Broad, the most active NYSE issue, gained V4 to 9'A. The company projected a very strong showing for the fourth quarter.

Chicago BOT CHICAGO (AP) Soybean futures advanced 18 cents a bushel on the Chicago Board of Trade Monday and the gain strongly influenced a demand and higher prices for other commodities on the floor.

The demand developed with only minutes left in the session and prices moved about 14 cents before the final bell rang. The buying was largely by commission house brokers on orders for the public and by local professional traders. futures were up 6 cents, corn 4 and oats 2V. Soybean meal advanced more than a ton but oil prices were narrowly mixed. Iced broilers were steady to about cent a pound higher in fairly active that reflected higher prices for red meat futures.

Demand was good for most commodities on the opening and prices quickly advanced from 2 to 8 cents in oats, corn, wheat and soybeans. Profit-taking then cut gains in all the pits but before midsession a rally got under way that lifted prices a few pennies in soybeans and in wheat. Prices then held at a higher level until the closing minutes when the new demand set in. At the close, soybeans were 11 to 18 cents a bushel higher, Janaury 6.91; wheat was 314 to 6 higher, December 2.64; corn was Ws to 4 higher, December 2.42% and oats were 14 to 214 higher, December 1.5714.
