Salvation Army left short INDIANAPOLIS (AP) Despite a Christmas fund-raising campaign that fell below expectations, the Salvation Army doesn't plan to cut any programs. "Where do we cut?" said Scott Justvig, the Army's director of development in Indiana. "We don't have fluff to cut from." Justvig said the 1988 Christmas campaign in Indianapolis fell short of its $1 million goal by $68,000.

Many other campaigns around the state also reported that giving was down. "The big chunk they've been waiting for after Christmas never came," he said. The Salvation Army, most visible during the Christmas season when its brigades of bell-ringers solicit contributions from holiday shoppers, is active all year long with programs to feed and clothe the poor and homeless to help people struggling with utility bills.
