(AP photo) Informational erosion control sessions continue The Ad Hoc Committee on Wind Erosion Control continued its information gathering Thursday night during a session in the Stockton Town Hall. Tim Victor, Portage County conservationist, said this morning that the session mainly featured an exchange of ideas. Programs from other counties in the state, as well as programs in others states, and Australia, were discussed, he said. Some of the options available, he said, include authority to plant trees in highway right-of-way, requesting the state Department of Transportation to plant those trees and maintain them, adopting a wind erosion control ordinance and restriction of certain types of agricultural practices.

Others are providing property tax credits for wind erosion practices, providing easement for perimeter windbreaks, including provisions for wind erosion control practices in deeds, getting financial institutions to include wind erosion controls as provisions for loans, publishing lists of farmers not currently using erosion control practices and adopting zoning ordinances requiring conditional permits in order to remove windbreaks or clear trees for agricultural purposes. The information sessions will continue next month, Victor said, and then the committee will begin work on local actions to deal with the situation. French give ground at trade talks PUNTA DEL ESTE, Uruguay (AP) ment on the agenda for the talks, da, U.S. and Common Market sources France made a major concession on farm subsidies at a world trade conference, and delegates quietly buried a Soviet bid to take part in new talks on changing the rules of global commerce. After years of stubborn opposition, France on Thursday agreed to put agricultural subsidies on the agenda for world trade negotiations within the framework of the 92-nation General Agreement on Tariffs and Trade.

Widen use of experimental AIDS drug WASHINGTON (AP) The experimental drug AZT appears to extend the lives of some AIDS patients and will become the first therapeutic agent made available to a wider number of those with the incurable disease.

Government health officials and the company that makes AZT, or azidothymidine, said the drug proved so beneficial in limited controlled tests that they suspended the trial so that participants getting a dummy drug could get AZT. Stressing that AZT is not a cure for acquired immune deficiency syndrome, officials said the drug also could be available within a few weeks for thousands of AIDS sufferers who meet certain criteria. Gruba. File No. 86. PRAn Application for informal administration of the estate of Clara E. Gruba, Portage County, Wisconsin, post office address 3109 Prais Street, Stevens Point, Wisconsin 54481, having been filed with the Probate Registrar: IT IS ORDERED THAT: 1.

The application be heard at come of Research Triangle Park, N.C., the manufacturer, has been meeting with government health officials for a week to discuss ending a trial that showed AZT significantly reduced the mortality of those receiving it. Dr. Robert E. Windom, assistant secretary for health at the Department of Health and Human Services, told a news briefing that he has asked the Food and Drug Administration to speed paperwork on a new, wider trial that could allow thousands of AIDS patients to receive the drug within weeks. While not curing the disease, officials and scientists said AZT did relieve some symptoms of AIDS and improve the quality of life of those receiving it.

However, they say, it is one of the more promising of several drugs being tested and could be the first to offer disease victims even a few extra months of life. House gives EPA sole power over food-pesticide standards WASHINGTON (AP) The House today stripped away the rights of states to set their own safety standards for pesticides on food if the chemicals have been declared safe by the federal government. On a vote of 214-121, the lawmakers adopted language giving the Environmental Protection Agency the final say on pesticide safety and overriding actions such as states have taken in recent years to ban the grain fumigant ethylene dibromide and the apple enhancer daminozide. Pushed by the Grocery Manufacturers Association and a long list of farm groups, backers argued the provision would prevent disruption of interstate commerce in foods and would not compromise public safety. Approval came despite arguments that EPA has a poor track record at monitoring pesticides for health risks and has in the past acted only when forced to do so because of state pesticide bans.

Lawmakers had earlier rejected, 183-157, an amendment by Rep. Leon Panetta, that would have guaranteed states a role in the setting of residue standards. An Application for Informal Administration of the Estate of MARION SKIBICKI, Portage The action came as lawmakers worked toward a sweeping revision of the Federal Insecticide, Fungicide and Rodenticide Act, better known as FIFRA. The changes, if finally enacted by Congress, would be the first major update in the law in 14 years.

FIFRA governs use of everything from agricultural chemicals to home bug sprays, as well as setting standards for lawn-care companies and pest exterminators. First enacted in 1947 and revamped in 1972, the law has been kept in force since 1981 with a series of stopgap, short-term extensions. The bill under House consideration would extend the law for five years and authorize spending of $463 million to carry it out over that period. vens Point, WI 54481, having been filed with the Probate Registrar; IT IS ORDERED THAT: 1. Gagas Probate Registrar Anderson, Fisher, Shannon, O'Brien Rice Attorneys 1257 Main Street Stevens Point, WI 54481 Farm policy gaining attention as election time draws nearer WASHINGTON (AP) It has been less than a year since Congress, with a leap of faith and a sigh of relief, produced a new law to guide the nation's farm policy through 1990. That policy would be expensive, the lawmakers warned, and would not produce results overnight. But it would, they said, return America's farmers to prosperity by the end of its five run by re establishing their competitive edge among the world's commodity producers. So why is Congress abuzz already with talk of a new farm bill? "There is an election coming up," said Agriculture Secretary Richard Lyng, in response to a similar question last week. In particular, there is an election coming up that will determine whether Republicans retain their slim control of the Senate, an election that hinges in large measure on the outcome of cliffhanger votes in several farm states.

The situation has produced a stampede to see who can do the most, or at least talk about doing most, for farmers. Senate Majority Leader Bob Dole, is one of those most concerned. Dole has been searching for ways to help some of his most endangered troops including Sens. James Abdnor of South Dakota, Mark Andrews of North Dakota, Mack Mattingly of Georgia and Bob Kasten of Wisconsin win farmers' favor. Nine months into the new farm law there has been little sign of an immediate turnaround in the agricultural economy.

Republicans are worried that in some close races that issue could determine the outcome. Any dissatisfaction among farm voters would tend to penalize incumbents..
