(AP) The Wisconsin Department of Health and Social Services will recommend later month the breast milk from mothers who may have been exposed to toxic chemicals, the director of agency's Bureau of Prevention said during the weekend.

Imm said the bulletin would recommend that lactating women who work on farms or who have "at any time frequently eaten fish from the le waters the fish consumption advisory, or who have cupationally exposed to pesticides, PCBs or PBBs, should consider having their breast milk analyzed for these contaminants." Fish listed as contaminated in the state consumption advisory are all carp, trout and salmon over 20 inches long from Green Bay and Lake Michigan; all species of fish from the lower Fox River downstream from Lake Winne- Little Lake Butte Des Morts; bullheads and whitefish in southern Green Bay south of a line from Pensaukee to Little Sturgeon; catfish, carp and white bass Mississippi River from Prescott to and including Lake Pepin and all species in the Fox River from Portage north to, but not including, Buffalo Lake. Polychlorinated biphynl is an industrial chemical which has polluted water, and polybrominated biphynl was inadvertently mixed with some animal feed. Imm's disclosure Saturday follows a suggestion last month from University of Wisconsin pathologist James Allen that expectant women with as little as one part per million of PCB in their milk should consider not breastfeeding their infants.

Allen said PCB concentrations in excess of five parts per million were not unusual in a new study of women on Washington Island off the tip of the Door County peninsula. "In humans, such high concentrations during a time rapid development (of infants) could undo all the positive benefits of breastfeeding," Allen said. this week to discuss the implications for humans of the research at the UW Madison campus involving the rhesus monkey. The director of the Wisconsin Bureau of Prevention said the state is not in a position now to recommend against breast feeding when a mother's milk exceeds ppm of PCBs, although federal authorities consider cow's milk containing more than that to be unsafe for human consumption. The monkeys tested by Allen had the same concentrations of PCBs as their mothers at birth, but the amount is reported to have increased to six to eight times the concentration in the mother after four months of nursing.

Allen linked the contaminated milk to stunted growth, learning disabilities and immunological changes in the infant monkeys. Allen, who said he directs a staff of about 30 and runs a $500,000 annual budget for the study of PCBs at the UW Primate Research Center, said the lack of medical knowledge about the effects of PCB on humans should make researchers look harder for the answers. But he was recently convicted to using $892 in government funds for personal travel, fined $4,000 and placed on probation for six months.
