WASHINGTON (AP) The day historic preservationists had dreaded, but knew was coming, has arrived.

A huge chunk of the deteriorating West Front of the Capitol has crumbled, dropping tons of stone to the ground. The collapse of almost 100 square feet of stone veneer moments after President Reagan had addressed a joint session of Congress inside brought new urgency to the decadesold debate over how to fix the Capitol's crumbling facade. "If the American people really knew the condition of their Capitol, they'd be screaming for us to take action," said Rep. Jerry Lewis, on Thursday. "Our Capitol is falling apart." About a dozen large sandstone slabs, each about 8 inches thick, crashed i into an inner courtyard terrace from the west wall of the House of Representatives wing Wednesday night, less than an hour after Reagan's speech in the House chamber.

"I was sitting in my office when the wall gave way," said Bill Melton, a technician in Capitol clinic, located in the West Front. "There was a tremendous crash. I thought we were under either a heavy thunderstorm or a heavy bombing attack." The collapse exposed a section, about 6 feet high and 15 feet wide, of an original wall built in 1806 or 1807, said William Ensign, deputy architect of the Capitol. No one was injured in the crash. The inner courtyard, a level below the main terraces, is not usually visited by the public.

The Capitol does not appear marred when viewed from a distance. Repairs have lagged because no decision has been made as to whether the wall should be restored as is or a new portion should be built to add office space. Reinforcement with steel rods is estimated to cost $66 million. Extending the building 22 feet and adding 147,000 square feet is estimated to cost $73 million. A House Appropriations subcommittee earlier this week approved $70.5 million for the 22-foot west extension.

It is supported by Capitol Architect George White, who argues the extension would fulfill plans drafted in the mid-1800s. But historic preservationists, including the American Institute of Architects, support the other plan. Their allies are in the Senate, which has previously killed extension proposals.
