Kxcept for individual mailers Ihere should be very little need for closed executive sessions. Possibly land buying procedures where you could run the risk of running the cost up, then executive sessions are needed. "You do need work sessions and there has to be a time board members can throw things and ideas at each olher and gel Ihe opinion of the other Iward members. These sessions do not need to be completely closed to the public, the press or anyone else. B u l i t i s h a r d f o r a board lo have a new idea thrown at them and change their minds in front of a large audience. "I think second and third readings can be a way to get all the needed input and ideas either way and discuss it and then bring il back and really go into it. Dr. Cook said, "The counselor rotation system that we have now is poor. I think we need lo have a different counseling system than we had say two years ago but I think that as we changed to the system that we now have we literally threw the baby out wilh Ihe balh waler. We Ihrew oul some of the good parts of the old system as well as Ihe bad parls. "Kolaling counselors is probably not a bad idea -but Totaling them from the 7th to the 12lh grade is a bad idea. Number, one, we lose Ihe expertise wilh various age groups. If we want a rolalion syslem perhaps a Ihree year span would be the besl. In this manner we would get counselors that would be able lo know Ihe children and follow them through a full three years. C'urrenlly the syslem presents a flaw because not all children leaving junior high will follow the same counselor lo the same high school. "Currently we will have no counselors thai will become acquainted enough with college placement and also be able to do a good job in other areas including vocational areas thai are exacting areas. Dr. Cook said, "wilh the need for more vocational education I feel we need a vocalional counselor in each school. II is specialized work and needs to be handled by an expert and I feel we're missing the boat in this area. "There musl also be some lype of counseling syslem in Ihe grade schools. Whether this counseling can best be done by individual teachers who have helped through in-service training sessions or best done by principals, it could prevent many of the problems a child faces during his later years. "Another thought is that if we can not f i n d qualified vocational counselors or all Ihe counselors lhal we need for p ; rade schools then we might find para-professional help. Dr. Cook said, "In my opinion we can do two things to help the over-crowding problem. One, we absolutely need to build more classrooms. We are short and out of both elementary and junior high school space. We have crowded classes in half of the grade schools in town and we are busing students from Franklin and Brentwood areas and we need to get more classroom space wesl of Greeley. "In (he junior highs it is just as bad. At Heath it has overflowed its slructural capacily. The lunch room space is poor al the junior highs and crowded library and gyp space and we can not yet Ihis by adding on metal building." Dr. Cook said, "we might possibly eliminate some of (he over-crowding by considering a 12-month school. This is a good proposal and is being tried in other areas and could possible work here. We had a very l i m i t e d 12-month plan in Greeley that was phased out. However, this did not provide all classroom studies and was nol a true 12-month system. "The problem is that we can not move into a full 12-month syslem in one step. No olher school system is doing il to its full extent. This is no quick answer and will no provide a panacea at Ihis lime. I do not want to sec split sessions. We need the buildings. "I feel that negotiations arc here to stay. We can not deal will) each individual school teacher and his contract each year. We do have lo have some kind of combined situation for salary discussions." Dr. Cook said, "I do feel that teachers .ire professionals and Hint we do need In deal wilh them as such as I feel that we can negotiate with them on a high plane. "The use of professional negoliators last year was probably benefical to the districl since we had people doing the negotiations lhat really knew what they were doing. I think that many items can be included in negotiations sessions. Al the present lime I do nol feel lhal class size and pupil-teacher ratio are negotiable items, since we do not have room lo lalk aboul changing classroom size. "Many of the teachers do nol belong lo the Greeley Teachers Association and probably other leachers should be represented. I think that the school board should be represented by the superintendent and the board's lawyer lo cover sticky legal mailers. As much as this as can be open the beller. "1 am a liltle concerned about a lame duck board and superintendenl making a 20- year plan for Ihe dislricl and especially making it final. This, finalizalion should be done by Ihe new board and the new superinlendenl. I would nol queslion the need for a 20-year plan but I think lhal we musl realize lhal we can not know whal the growth rate in Greeley will be in 20 years and will have lo be constantly revised. Dr. Cook said, "There are many elements of planning that have been missed or muffed recently. For instance if we move our present vocational agricltural groups we will lose our stale accredilation by moving them into a building too small. "I honestly think lhat we need to take a look at the renovation of some of (he elementary schools. Before we begin to pour a lot of money inlo Ihe Cameron school we need lo see if boundaries can be changed lo adequately house students withoul spending additional money on a building that only has an additional 15-year life expeclancy as il is. "I am exlremely concerned because llie 20-year plan makes no menlion of increasing facililies on Ihe easl side of Greeley where Ihere is evidence of growlh. We have made no plans for a junior high facility on Ihe east side where one may be needed in Ihe nexl several years." Dr. Cook added, "I am concerned because I would hale lo Ihink of having to bus three or four grade schools of children lo Ihe west end of town to junior high school and have the government cut off oul funds in Ihe years lo come. "The firsl change I would Iry to do is open the communications lines between Ihe parenls, leachers and Ihe board. I Ihink Ihis can be done, in many ways. I feel we could definitely do a .better job of letling people know Ihe proposed agenda. "In Ihe nexl year we do have Iwo things facing us thai demand immediate allenlion. Firsl, if finding a new superinlendenl. This will have to be fhe primary intcresl of Ihe board and will consume mosl of Ihe lime in the firs' several months." Dr. Cook said, "At the same time we will have to begin directing the administrative staff to begin gelling statislics lhat can be used in the proposed bond issue in December. As soon as we are able lo lurn our attention from the superintendent problem, effort will have to be directed toward a bond issue. "The proposed bond issue items in many cases are per- tinenl. 1 have been extremely concerned about taking a bond issue lo Ihe public that includes $400,000for repairing the roof al Wcsl High School. I can forsee big problems convincing the public of Ihe need for a bond issue that includes repairing a roof on an old school. "I can also see many people hesitating to vote several hundred thousand dollars for paving parking lots, landscaping and all. I would wonder if these funds could be found in olher areas so they can be done bul I would hale to see a bond issue defeated because it included ir,~.:)e for paving the parking lols. "These are things I need (o sec more on since we absolutely need two grade schools and we will need another junior high school building. If these things arc presented lo the people I Ihink Ihcy will buy them. We will not be able lo put on n good bond issue w i t h o u t Ihe leadership we should gel from n superinlendenl. If we arc tumble lo find (he bent superintendent, then I feel we should postpone the bond issue until we get Ihis man. We can not afforl, as a districl, to have a bond issue fail as Ihe last one did. "1 Ihink lhat the testing done in (he schools in Ihe past several years poinls to areas of natural sciences as being the slrongesl in Ihe district. The ACT tesl laken in the district last year showed that our seniors scored highest in the natural sciences by (hree percentage marks, In the next highest subject matter, malhemalics, they were one and a half percentile above the national average. "The innovalive techniques I have seen used by the junior high and grade school science teachers and high school teachers are extremely good. These people have outdone themselves in Ihis area. We must also realize lhat all other programs in district six were above Ihe slale and nalional average on the ACT testing and we have a righl lo be proud. Knglish was the lowest and pehaps needs the most al- lention. . Dr, Cook added, "I Ihink lhal our vocational programs have improved greatly in Ihe last few years. I feel lhal our program can stand up to any in the slale and Ihe courses offered are very good. "There has been considerable concern of the type of educational program we have used. We have many with basically five schools (IGE), several others wilh the open concept and still some closed concept areas. We need to evaluate Ihe strong points of each program and then decide as a dislrict which is besl by combining Ihem or leaving Ihem as separate areas. "The state hnard of education, after evaluating all IGE programs in the state, mentioned they felt that Greeley has Ihe two best IGE schools in the state. This is another fact we can be extremely proud of and it shows that we have been working exlremely hard and getting the best oul of a dedicated facully even though we are not using Ihe program as originally intended with the use of aides," Dr. Cook said. "I have heard very, very many answers lo Ihe queslion whal is an ideal class size. Al Ihis poinl I don'l completely know nor do I Ihink (hat anyone else really knows. We all have our different ideas. The classroom : size in grade schools varies tremendously from high school and I Ihink that we would rather have smaller classes in elementary schools (ban in junior and senior high schools. "If you talk to people most agree that 22 to 25 per teachek is the ideal size for a grade school classroom. This again could be expanded through the use of teacher's aides. "As far as becoming an effective board member, I think lhal my close contacl with the schools on many levels in the past six lo eighl years have prepared me where I can step in and become an effective board member very quickly. Certainly I was able to get into the educational problems as an a c c o u n t a b i l i l y .commillee member and I think I understand the present problems and have viewed all sides of Ihe problems in deplh and can look at them with a non-biased view. "Certainly there must be information lhal I have nol had access lo as an average cilizen lhat the board members do have access to, but I feel I will become an effective board member immediately. Mrs. Carole Anderson Continued from page 7 extend it into the elementary schools. We talk about individual differences in children but there are differences in counselors as human beings. I know from personal experience that 1 really would not feel competent as a counselor to a seventh and eighth grade student but yet felt very competent as a counselor, which 1 was, to a 10th, llth and 12th grade student. "1 am 100 per cent in favor of negotiations. I have been misread in previous statements since I feel that it is communications. To me the conference can be communication for consensus. I semantically react to the word negotiations since I think (his denotes a labor-management situation and that is not what it is. It also denotes confrontation and problems and proper communication eliminates this kind of confrontation and everything is negotiable. By this--I mean that teachers must have a voice in class size, curriculum and administrative workings -everything -- or they can not function effectively," Mrs. Anderson said. "I believe in professional negotiators because they are trained to represent the best interest of both parties and can eliminate the fear of negotiations that is present at unequal levels of negotiations. "I definitely feel that for any kind of agreement, negotiations must be completely open. If a representative can represent all of the voices of the district then fine, go to it, and the same for teachers' representative. But if not then it is not good. "The news media has to be involved and I would not just limit it to the news media. Here again we must develop the attitude of trust and integrity about what is said. If something is not to be said, then it does not need to be brought out. "I agree 100 per cent with Dr. Cook and his assessment of over-crowding. The possible and feasible answer is the- 12- month school year. It was tried and comments were very favorable but it was taken away without public consideration. It would work now and provide equalization for facilities in sad shape. "In my own visits to schools I have seen poor situations and all kids have some needs and problems. I do not see it as a permanent relief since needs change and can not say this is it carle blanche for ever and ever. Must look at every possible plan and solution that best meets the needs. It was obvious that 6-2-22 did not meet these needs. "Maybe 12-month school year is not the answer but maybe it will provide an answer to the overcrowding thing. This can be adapted to the needs and doesnothave to eliminate other programs. The name is not important as long as it does the job," Mrs. Anderson said. "The only thing that concerns me in a 20-year plan is that the only thing you can predict in a 20-year plan is the enrollment in the schools. But there is no way you can forecast needs or mobility of school unit or changes in education procedures and methods. I feel almost that long range planning in this sense is relavent only in terms of building construction. For objective purposes fine, but to say this is going to happen does not make any sense. "I think this plan wasted a lot of valuable time and energy and was not pertinent because I have not found any student that knew what his needs were going to be five let alone 20 years from now. "I think'first change that I would attempt to initiate is in the communication channels. I am a communicator and I mean channels so that people can talk to one another and can listen to what is being said. "The first thing 1 would attempt to do if elected would be to try to get rid of levels and labels in the district. I happen to consider a t h i r d grade student in Madison a co-equal to Dr. Hippie. His need is even really more of a concern than what the superintendent says," Mrs. Anderson said. "1 don't care where we hold meetings but we must make ourselves available to every portion of the educational community so that they only have to walk across Ihe street if necessary. "What I would really like to see initiated for teachers is an in-service c o m m u n i c a t i o n s class and I thing it is essential that teachers can communicate their particular expertise and talents. "The proposed bond issue items are not pertinent. The items as I have seen them were contingent on the acceptance and approval of the C-2-2-2 plan. Another thing is that costs change from day to day. "I am not that familiar with all of the new items Dr. Ripple has proposed but Ihink that those items must be placed in an order of priorities. I am more worried aboul kids in hallways than cars that might have to be put on top of each other. "From the standpoint of a teacher which I am, a building program is not one that is effective as opposed to another one since they are not all good or all bad. "I favor and will go on record as supporting the Individual^" Guided Education (IGEi^S program. I support the openi'J!/yi space concept.
