Springs Organizes To Streamline Charier COLORADO SPRINGS IP-The Colorado Spring! Charter Committee, formed to streamline the city charter, Monday night elected Roy A. Davis, 67-year-old former city councilman, as president. John C. Young, 70, former Colorado Supreme Court justice, was named rice chairman and Robert E. Parker, 35, Colorado Springs deputy city clerk and treasurer, was elected secretary. The group is to meet each Monday for discussions on how to revise the charter.
