Foreign Bank Account Bill Approved by House Monday ·WASHINGTON (AP) - Legislation to curb the use of secret foreign bank accounts by criminals, tax cheats and speculators was passed unanimously by the House Monday. One of · its major provisions would require banks, companies and individuals who have 1 such accounts to keep records in this country where law enforcement agencies would have access to them. Another provision would strike at transfers of illegally acquired cash abroad by requiring reports of cash movements in excess of $5,000 at a time or $10,000 in a year. One of the most controversial requirements is that banks photocopy all checks of ?500 or more. The bill had been fought over for months in the Banking Committee. Opponents said they approve its principles, but. 'think the detailed provisions would unnecessarily burden domestic banks. But there was comparatively little debate before the House voted 302 to 0 for the bill. Members on both sides said it was important to move the legislation along and let any adjustments come in the Senate. Republicans said the administration will sponsor several amendments there. Chairman Wright Patman, D- Tex., of the Banking Committee said passage of the bill is essential even though negotiations are under way with Switzerlanc on greater assistance to U.S. authorities investigating illegal activities aided by secret accounts.
