Lawrence J. Sherman, counsel for the Migrant Legal Action Program, said the Rural Manpower Service's investigation details, violations of the law. He said it's not enough to set out 13 proposed corrective steps, as Secretary of Labor James Hodgson has done. "The findings demonstrate that termination is called for," Sherman said. "The findings are tremendous and very candid." ' Noreen Saltviet, a lawyer for migrants in Portland, Ore., said the proposed coordination of the RMS with the broader- based Employment Service would not help because anti-migrant attitudes are pervasive in train groups. "So coordinating- these as Asst. Secretary Malcolm R.
