Normally, the flag is at half- staff until noon on Memorial Day, then is flown for the remainder of the day at full staff. But, Nixon said in his proclamation, the "tragic struggle in Vietnam" requires a marked tribute. "It is not enough to express our gratitude to the heroic dead by thought and prayer and special reverence on Memorial Day." The proclamation expressed the hope for a more fitting tribute of "a peaceful world, free of [he destructive conflicts that have plagued man's history." Nixon Signs Airport Bill WASHINGTON (AP) -- President Nixon Thurs. signed a major airport-airways development bill that will pump $2.5 billion into the nation's aviation system over the next 10 years. The signing came on the 43rd anniversary of Charles A. Lindbergh's solo flight across the Atlantic from New York to Paris. Surrounded by men who helped put the measure through Congress, Nixon signed the bill in the Cabinet room. He said it would allow the nation to plan ahead for an expected enormous increase in aircraft travel. The bill is expected to provide minimum of $250 million a year for the next 10 years to improve and expand the airways system and $30 million annually for private aviation airports. The bill also provides that the has Federal Aviation Administration, for the first time in its 38- year history, will be responsible for certifying airports and all those serving air carriers will be required to meet minimum safety standards.
