The Associated Press carried a story in 1947 about the program, and 4,000 valentines were received the first year.

Since then, Thompson has earned the nickname "Mr. Valentine" as the program mushroomed. He developed the idea of a sentimental poem in a crimson cachet which includes a "Cowboy Cupid" figure. Twenty retired persons volunteer annually to hand stamp the cachet on every valentine sent here. Thompson composed the poems annually.

He tried using the same poem in 1947 and 1948. "Boy did we get a blast from the collectors," he laughed "They said that in order for them to become collector's items that we would have to have something different each time." Because valentines are sent to grandfathers as well as lovers, Thompson has to be careful to stay away from what he calls "gush stuff." This year's poem reads: "More than the tender memories that enrich this happy time is the pure delight of knowing you're still my valentine." Thompson said thinking up the poems is the hardest part of his job. "I'm not inclined that way at all," he confessed. Another of his ideas was "Cowboy Cupid." He tried using a 3-year-old boy dressed in chaps, boots and a hat holding a bow and arrow, but the youngsters were prone to cry when posed for photographers. Thompson kept the Cowboy Cupid figure on his cachet, but turned to an annual Miss Loveland Valentine contest lo select a winsome lass to replace his toddlers.

This- year's Miss Loveland Valentine, 17-year-old Helen Dewey, won the performing arts division at (he Colorado Junior Miss Pageant this year. A panel of doctors appointed FDA was. charged with determining the safety and effectiveness of such germ-killers as h'exachlorophene in toilet soaps. "Knowing just what's on the market is very difficult," said Dr. Jean Lockhart, FDA medical officer in the division of anti-infective drugs. "For the most part we don't know what they've substituted. We are not getting good cooperation from the cosmetic manufacturers generally who are using antimicrobial ingredients." Over the 30 years of its use in nonprescription products, hexachlorophene had turned up in soaps, vaginal cream, mouthwash, skin lotion, toothpaste, furnace air filters and even toilet seats. It was banned after U.S. studies showed infants bathed in it suffered brain damage and after nearly 40 French babies died from a talcum powder containing accidentally high levels of hexachlorophene. The FDA review panel has studied experiments in which hexachlorophene substitutes caused brain lesions and testicle damage in animals fed on or injected with the substances. The panel said those substitutes, TBS, TCC, TFC, triclosan and Vancide FP, "are not generally regarded as safe for incorporation into toilet bars for personal-hygiene use." Triclosan had been suggested by the marketing arm of Ciba- Geigy for 18 products, including spray starch, fabric softener, sanitary napkins, tissues and disposable diapers and towels. A Ciba-Geigy spokesman said the firm sold triclosan for few of those uses, however, and now recommends the chemical only for toilet soap, surgical scrubs, underarm deodorants and antiperspirants, disposable paper products and fabric softeners.

"There have been 50 million personal contacts with (triclosan) without a single report of any hazard or any reaction," said the Ciba-Geigy spokesman. Labels on many products are no help to either the FDA or consumers in detecting the presence of germ-killers. All eight leading deodorant soaps contain at least one of the antibacterials questioned by the FDA review panel, yet only Safeguard, Dial and Lifebuoy say so on their labels. Antiperspiranls--classified as drugs--have to list active ingredients, but mere deodor- ants--consideredcosmetics- do not. Cosmetic ingredients don't have to be listed, although the FDA moved Tuesday to require such labeling.
