Killed Saturday night at an intersection near Carmel were Burton, 40, an Indianapolis policeman who lived at Noblesville; his wife, Joyce, 37, and Dennis Chesney, Westfield. State police said Chesney failed to stop for a traffic light and his car collided with Burton's.

Traffic Moves On River Again CANNELTON, Ind. (UPI) The Ohio River lock here was opened to river traffic over the weekend, although authorities said they did not expect a burnring barge of gasoline to burn until late today. A spokesman for the U. S. Army Corps of Engineers office at the lock said river traffic had returned to almost normal Sunday afternoon although boats had to steer clear of the barge stuck on the Kentucky side of the lock.

The barge, originally carrying 1.5 million gallons of gasoline, became stuck in the lock Thursday, after with being two other involved in barges a mishap and a towboat. One boat sank completely and another barge and pilot boat were salvaged. The pilot of the towboat, R. W. Griffin, 56, Brookport, has been missing since the accident and was presumed drowned.

The body was not recovered, despite a search by and air. Officials said they were certain how much of the gasoline was still on the barge, but decided to let it burn itself out. OEO Tries Plan Giving Poor Kids Their Choice of School WASHINGTON (UPI) -The Office of Economic Opportunity (0EO), which has rocked few boats lately, has decided to go ahead with a controversial educational experiment that' seems sure to cause high winds and hot words. The OE0 today chose Alum Rock Union Elementary School District in San Jose, to receive its first voucher grant. The basic purpose of the plan iS to try to improve the education of children from poor families by making it possible for their parents to choose the schools their youngsters will attend. This would be done by giving the parents "vouchers" backed by government funds to be used as tuition in public, private or church related schools participating in the program.

Advocates of the voucher experiment say it might be the solution to what many regard as a general downward trend in educational standards and the best way to give the children of poor families an equal chance to improve themselves.
