Shelby Tilford, civilian chief of the earth science division of the National Aeronautics and Space Administration, told the Houston Chronicle that 2,400 pictures taken by the astronauts will not be released for several months and will first be reviewed for national security purposes. Aviation Week magazine, in an article published today, said the shuttle took pictures of a 27-year-old nuclear accident site over Kyshtym, 800 miles east of Moscow.

Officials believe a nuclear reactor explosion or buried nuclear waste may have created the accident site, which is contaminated and has been evacuated, the magazine said. Yesterday, NASA engineers in Cape Canaveral, began a detailed inspection of Challenger to determine whether it suffered much damage during its eight-day orbital trip which ended Saturday.

NASA said a preliminary check showed that the space plane received some minor nicks on a few of its thermal protection tiles, which keep the craft from burning up when re-entering Earth's atmosphere. A strip of insulating tile also was missing from the tail area, apparently ripped away during the stress of liftoff. Under the decision, the cut-off of funds may apply only to the specific department or program in which the discrimination took place not the entire institution. On immigration, the House and Senate came close to agreement on the first sweeping revision of U.S. immigration law in 30 years.

The bill, dubbed "Simpson-Maz-zoli" for its sponsors Sen. Alan K. Simpson, and Rep. Romano Mazzoli, D-Ky. was designed to stop illegal aliens from crossing U.S.

borders. It called for stiff penalties against employers who knowingly hire undocumented workers, but it also offered legal status to aliens who could prove they lived in the country since before Jan. 1, 1981. Compromise was deemed impossible after the two houses disagreed about placing a $1 billion annual cap on federal assistance to aliens legalized under the measure.
