LaGUARDIA Evening Preuiuff reporter First in two-part series The voting power of minority communities has been weakened by the remapping of Indiana General Assembly Senate and House districts as well as U.S. congressional districts, according to Rep. Hurley D-Muncie.

The Republicans designed the new maps, approved during the past legislative session, after recent census figures indicated Indiana should have only 10, rather than 11, congressional districts. Goodall prefaced his comments about remapping by criticizing Republican methods. "The process was not done openly and publicly," Goodall said, criticizing the Republicans for doing the work in the Republican Central Committee office rather than in legislative offices. not naive enough to think that there would not be some self preservation involved," Goodall said. "But in some states, they had hearings all' over the state to give people an opportunity for-Input." Reapportionment has hurt minorities, Goodall said.

On the former map, minorities in Muncie and Anderson were combined In the 10th District. In the new 2nd -District, Muncie Is combined with Shelbyville, Columbus and Johnson County, which have small if any minority populations. Anderson is in the 6th District.

"When they separate all of the communities around the state that have substantial minority populations, they really hurt us." Speaking of District 2, Goodall said, "That map has absolutely no relationship whatsoever to geography or the community interest of the people. They forgot completely the interests of the people that the congressional district is supposed to serve. No one thought they would have enough nerve to do something like that, but they did. It's because they've been in power for so long." The newly created 10th District, which includes Indianapolis and some of Marion County, Is the inly area which will have a positive effect on the possibility of electing a minority person to Congress, Goodall said.

No congressional incumbents currently live there and Goodall said minority persons would like to see Indiana Rep. Julia Carson run for the congressional seat. A black woman, she has lived in that district all her life. Commenting on the effect of the new state legislative maps on Muncie, Goodall said that in order to strengthen their own areas, Republicans here traded away traditionally Democratic areas to gain traditionally Republican areas. This may have had the result of also strengthening the positions of both him and Sen.
