In Georgia and Pennsylvania, voting activists are suing to bar the use of electronic voting machines.

The system has safeguards, lacking in other states, to allay worries of fraud and malfunction. In Minnesota, those concerns have been largely absent, because the voting system has safeguards that other states lack, computer experts say. The primary safeguard is the voting machine itself, known as an optical scanner. In an optical-scan system, voters mark a paper ballot that is scanned and read by the machine. The machine counts the votes, but the original paper ballot is retained and can be used for manual recounts.

In some other states, voters use called a direct-recording machine: a touch screen that tallies the vote and leaves no paper trail. Those machines are widely believed to be more vulnerable to computer hackers, but not used anywhere in Minnesota. In addition, state law requires a random recount, by hand, of ballots in two to four precincts in every county. If the machine-tallied votes differ from the hand-counted ballots by more than one-half of 1 percent, then a wider recount is mandatory. With those safeguards in place, even election watchdogs say confident that Minnesota votes will be accurately counted.

Kelly, 38, of Crookston, disappeared Oct. 16 while hunting grouse in the Beltrami Island State Forest. Knutson, Perwin 85, of Sioux Falls, died Saturday, October 28, 2006 at the Veterans Administration Hospital in Sioux Falls. Perwin Sydney Knutson was born April 12, 1921 to Oliver and Clara Knutson in Brookings County, South Dakota. He grew up in the Hendricks, MN area and was baptized and confirmed in the Singsaas Lutheran Church. He received his education in Hendricks, graduating from Hendricks High School. Following high school, he attended college at Gustavus Adolphus in St.

Peter, MN where he earned a BA Degree in Business Administration. He entered the US Army Air Force on August 18, 1943 at Ft. Snelling, MN. He served as a Staff Sergeant in the Army Air Force during World War II and was a POW in Germany from September 22, 1944 to May 2, 1945. He received his honorable discharge on November 7, 1945.

On July 12, 1945, he was united in marriage with Irene Dorn at Ivanhoe, MN. Following their marriage, the couple lived in Edina MN where Perwin was employed as a field auditor with the Internal Revenue Service from 1950 until 1956. In 1956, he became employed with the Small Business Administration where he worked until his retirement on October 15, 1978. His wife, Irene, preceded him in death on September 30, 1980. Perwin was united in marriage with Viola Anderson Whipkey on April 3, 1982 in Brandon, SD.

Following their marriage, the couple moved to Sioux Falls where they were living at the time of his death. Perwin was a member of Brandon Lutheran Church. Grateful for having shared his life are his wife, Viola Knutson, of Sioux Falls; his children, Mary Jo McGill, Kathleen (David) Edmond, Sheila (Orv) Neisingh, Sharlene Estey, Tammy (Paul) Swanson, and John (Terri) Whipkey; 9 grandchildren, Marissa McGill, Jarrod McGill, Nichole McClarin, Aaron Neisingh, Amber Estey, Jeremy Estey, Cody Whipkey, Zachary Swanson, and Zane Swanson; one sister, Corrine (Kay) Johnson, of Hendricks, MN; and one brother, Fred Knutson, of Deerwood, MN, and several nieces, nephews and cousins. In his early career, he practiced law at the Legal Aid Society and at the Hennepin County Housing and Redevelopment Authority, before establishing his private law practice. He also served as an judge for Hennepin County District Court for over 25 years. While law was his profession, his passion and creativity was expressed in the craftsmanship, skill, and expertise he poured into building his collection of thoroughly researched, scratch- made, historically authentic, and incredibly ornate scale models of sailing vessels from centuries ago.

She lived in Melrose, Maple Lake, wintered in Vail, CO, and most recently lived in Coon Rapids.
