Anna-Mechel Kalja, 25, 5-foot- 8,150 on a charge The budgetary move that has rankled many residents is the possible elimination of 16 sworn officers from the Tallahassee Police Department. Commissioners asked staff to conduct an analysis about the impact of laying off 4.5 percent of the city's police force. After considering staff recommendations, commissioners spent about two hours discussing and debating how to balance the budget. Suggestions to staff included making systemic cuts, such as possibly eliminating entire programs, rather than relying on short-term solutions. "I know what I'm looking for with the cuts is that there is a method to the madness," said Commissioner Andrew Gillum.

Part of that method was approving the voluntary buyout package that will be offered to city employees. The number of employees who take the buyouts will determine how many people are laid off once the city's fiscal year ends Sept. 30. Felsch said lOth-grade reading, particularly among the lowest performing students, was a weak area in this year's FCAT in Leon County.

In Gadsden County, both East and West Gadsden high schools received grades, resulting in Superintendent Reginald James removing all administrators from both schools. According to the state Department of Education, high-school reading, writing and science scores were down this year statewide and that played a role in the overall drop in high-school grades. In addition, each school's "adequate yearly progress" (AYP) was released, which is the fed-' eral government's assessment measure of how well students are learning. In Leon County, 12 schools met AYP standards compared to eight last year.

But, for the sixth year, Leon County earned an A for its district grade. And many individual schools celebrated their good news, too. Woodville Elementary jumped from a to a B. Riley Elementary School Principal Karwynn Paul said he couldn't stop smiling since Riley scored an A for the first time. "It's not only good for the school, it good for the community," he said.

Several schools maintained their A status, including Buck Lake, DeSoto Trail, and Canopy Oaks elementary schools and Deerlake, Cobb and Swift Creek middle schools. "It means much more now because our (state) standards are higher now," said DeSoto Trail teacher Janis Edwards, regarding the school's A. But some school officials aren't fans of school grades. This simplistic approach of assigning one grade of A-F to a school trivializes and oversimplifies the complexities, challenges and accomplishments of very diverse schools," SAIL Principal Rosanne Wood said in a written statement regarding the school's grade. 20 that said "come out" and then text communication between the two stopped for 46-minutes, the report says. A text was then sent from Nagel's phone saying "Goodnight baby I love you." A text from the boy's phone read, "I love you too baby, I wish you could have stayed," and she wrote back, "Thanks babe I love you too and I am glad I seen you last Back in Tallahassee, Nagel and the boy continued the text messages, with Nagel reportedly sending, "I want to kiss you right now," according to the report. The boy responded with a text saying, "me too I want to make love right now." Additional texts between the two were described by detectives as "extremely sexually explicit." Chris Chase, a spokesman for the Leon County Sheriffs Office, said "nobody else is being investigated" at this time for misconduct related to the trip. after posting $5,000 bail on each charge, according to jail records. The arrest report states that another teacher on the trip told authorities she was concerned with Nagel's "suspicious behavior" during the December trip to Orlando where Lincoln's football i team was playing for 1 the state championship.
