Judge Breaking in Missouri. Arti ries ot impeachment have been exhi bi ied by the House of Representatives of Missouri, against David Todd, one ol the (circuit Judges ot that state. The first charge is, that one James Campbell being indicted for retailing liquors without license; the Judge re fused to allow the jury to determine the law, as well as the lact. (Jul ot this, the house of representatives raise five very grave and lormal specifications; and 'do demand that 'the said David Todd may be put to answer the said ''misdemeanors -Having "reserv ed to themselves the liberty 01 exhibiting, at any time thereafter, any fu ther articles 01 acensation or impeach ment," they subsequently addiessud a second articles-alleging that, on Roberts being under trial tor an assault battery, the judge refused hiin the right lo be heard by himsel fined and punished him, for standing his rrial and attempting to defend himself; fioing him for; another otfience, while he was on trial for the assault aud battery; punishing him tw ice for the same otfeiice. -These charges are not drawn with the awful solertmity ol the first set of -Theu comes a third article; the speci fixation of which is in these First the said David Todil, being informed by the said Hickmao.
