Circuit Court of Appeals here today handed a victory to the forces of Sen. George McGovern in their battle with the Democratic Credentials Committee for California delegates. At the same time, forces of Chicago Mayor Richard J. Daley were given a setback by the court in the second half of the dual attack on the committee's hotly disputed decisions. The appeals court reversed a District Court decision which had upheld the committee's action of stripping 151 delegates from California.

The Circuit Court ordered the district bench to rewrite its decision in the California case in accordance with an opinion not yet filed. The Circuit Court rejected the appeal of Daley's forces in one case and in two others directed that state court action be prohibited insofar as the delegates from Illinois which were rejected by the committee are concerned. The brief order of the appeals court carried no reasons for the action. The judges were expected to file opinions later in the day. The District Court ruled Monday that the federal judiciary had no place in the debate over delegates from the two stales.

The Credentials Committee had issued decisions that stripped Sen. George S. McGovern of 151 California delegates and told Mayor Richard J. Daley and 58 other uncommitted Chicagodelegates to stay home. Hays Construction Co. was awarded the $218,360 contract for two floodwater retarding structures on Abiaca Creek and one on Potococowa Creek. Upon completion the watershed will consist of 16 intermediate dams controlling drainage for some 150,000 acres along the entire western border of Carroll County, the southwest portion of Grenada County and the northwest portion of Holmes County. With enough of the stories written about the schools, the board and the numerous hours of time spent by these members, it is safe to say the "quite a few" who don't know have been living with heads in the sand. Of all the city appointed boards, this school board has done more and beyond the call of fluty thin arfy other. This school district has been in court often and has had to face such drastic changes with awesome responsibility. These men have taken hours away from their own jobs and activities to meet with some meetings lasting into the midnight hours.

They are the most dedicated group we know, anywhere. For this they receive nothing but the satisfaction that they are trying to give Greenwood citizens the finest public school system you could find. Thanks to these men and a capable administration we've met the challenges and have come forth a winner. Mayor Charles Sampson said the millage rate for the schools will remain the same, 30.74 mills. "We want to commend the city school administration for their careful planning of the budget. The school administrators have done an outstanding job in providing for our town a public school system we can all be proud of," Sampson said. The total budget figure includes the pay raise for teachers and the monies paid to the city by state and federal sources. The -actual cost to the city will be $1,276,000.

Holiday Burglars Get Clothes, Skis The burglar or burglars who broke into Rayford's Cleaners at 5113 Avenue Tuesday will be well least temporarily. William Rayford told police a jump suit, six pair of slacks and an undetermined amount of other clothing was taken sometime Tuesday.

Gene Moore at the Star Service Station on Main Street reported a breaking and entering at the station early Tuesday morning.

Moore said $2 in change and some 60 packages of cigarettes were reported missing. James Gentry drew a five year probationary sentence on charges of assault and battery with the intent to kill and murder. Judge Clark advised Gentry to write the court a letter every month for two years to inform the court of his progress. Also, Jimmy Eddie Mathews received a three year probationary sentence on charges stemming from a burglary. His charge was later reduced to accessory after the fact of burglary.

Earline Hays was given a two year probationary sentence on charges of aiding the escape of prisoners, and Bobby Curtis Logan and Armster Sulton each received six months probationary sentences on petit larcency charges. Melvin Sledge, 16, of Greenwood, had his sentence continued, pending the ascertainment if the case can be transferred to the Los Angeles, area probation office. Sledge's father lives in the Southern California area and the court took the sentence under advisement for later consideration. The November term of Leflore Circuit Court begins Nov. 6, the first Monday of that month.

The first and only day of the extended term of Leflore County Circuit Court saw Circuit Judge Arthur B. Clark sentence nine persons who were convicted in trials over the past two weeks in circuit court here. Frank Brown of Greenwood was sentenced to 10 years in the state penitentiary at Par-chman on manslaughter charges. Brown was convicted of killing a Sidon man more than a year ago. S.

C. Robinson was the only other person sentenced to a term in the state penitentiary. He had been on probation for burglary charges and was tried and convicted of burglary once more. Judge Clark sentenced him to five years in Parchman for his most recent conviction and then revoked his probation and sentenced Robinson to five years on this charge to be served concurrently with his other sentence. Six other persons received probationary sentences ranging from six months to five years, while one case involving a juvenile will be continued.

Mrs. Gary To Help Carmichael Campaign JACKSON, Miss. Republican nominee Gil Carmichael has announced the appointment of Mrs. Claudine Gary of Schlater as Second District Vice Co-Chairman in his campaign for the United States Senate. A native of the Delta, Mrs.

Gary received her Bachelor of Science degree from MSCW and is now serving as District Vice Chairman for the Mississippi Republican Party. Carmichael, a 45-year-old state civic and business leader from Meridian, said Mrs. Gary was chosen for this important campaign slot because of her record as a "dedicated Republican, hard worker and a fine, warmhearted person." "She'll be a real asset to the team," Carmichael added. Mrs. Gary was the first woman juror and the first woman to serve as foreman of a grand jury in Mississippi.
