WASHINGTON (AP) President Nixon said cuts will have to be made in other federal programs to finance the 20 per cent increase in Social Security benefits voted by Congress. Nixon issued the warning Saturday in signing the increase which will go into effect in September and is the biggest money increase in the history of the Social Security program.

He didn't mention the other programs that might be trimmed. Nixon, who favored a 10 per cent hike, said the increase voted by Congress will increase the budget deficit by $3.7 billion. The Social Security increase was attached as a rider to a bill to extend the nation's debt ceiling of $450 billion through Oct. 31. The bill was vital to the government's fiscal operations and Nixon could not veto the Social Security increase without killing the entire bill.

David Roberti says he will introduce legislation today to keep murderers who cant be rehabilitated behind bars for life. His bill would be aimed at death row inhabitants such as Charles Manson and Sirhan Sr-han, the Los Angeles Democrat said in an interview. Court decisions have removed any chance that present death row inhabitants can get toe gas chamber and-theoretically at least- they could be paroled in as little as seven years, Roberti said. The defense would have to prove to the Superior Court and the State Adult Authority that toe convicted person could be rehabilitated to prevent the lifetime prison sentence under Roberti's bill.

"It's intended to provide a decent alternative to capital punishment," he said. Roberti is pessimistic about his bill's chances of winning legislative approval this year. "I'm putting it in this year primarily to bring it to the at- tention of the public. I don't think it has much chance to make it simply because of the time problem," he said, Lawmakers tentatively plan to recess late this month, returning to the Capitol in November to tackle reapportionment of legislative districts. Roberti said he worked on his proposed bill with Vincent T.

(AA; -Former President Harry Truman was in satisfactory condition today after entering Research Medical Center Hospital Sunday for routine examinations for what his doctor described as a "lower gastrointestinal problem." The trip to the hospital, Truman's second within five days, was described by a hospital spokesman as "a routine examination that had been planned." The 88-year-oldformer President "spent a quiet night," according to a statement released by the hospital today. Dr. Wallace H.Graham, Truman's personal physician, said it was too early to determine when Truman might leave the hospital.

Dr. Graham said the former president's intestinal ailment is related to one which put Truman in the hospital for more than a week early in 1971. Truman fell at his home last Tuesday. He spent an hour at the hospital having X-rays taken of his back after complaining of soreness. Hospital spokesmen said the X-rays were negative.
