(AP) American naval officer Johnston Blakely was born in Dublin, Ireland, in 1781.

His family emigrated to America in 1783, and in 1800 Blakely entered the Navy and rose to the rank of captain. In 1814, in the sloop-of-war Wasp, Blakely appeared in the English Channel and defeated the British vessels Reindeer, Avon and Atlanta Where did the money go? 14 years after $250,000 embezzlement, she's broke ByfflCKVANftANT Scrtpps Howard News Service CINCINNATI After 25 years of marriage and four children, Earl Strub thought he knew his wife. "She was the best," Strub said. "You couldn't ask for a better wife or mother. "But it appears she had a double life, a split personality.

When she was at home, she was one person. But she must have been a different person at work with all that money." "All that money" is $247,826.54 the amount Phyllis Jean Strub is accused of embezzling from the credit union where she worked as treasurer before vanishing from Cincinnati on July 17,1980. She was 42 years old then. For the past 14 years, Mrs. Strub has remained a mysterious fugitive.

There Was no sign of the Harrison, Ohio, woman. Until recently. That's when two FBI agents from New Orleans acting on a tip from the Cincinnati 30 miles west to the tiny bayou community of New Sarpy, and staked out a small shack with a padlock and chain on the door. When William Johnson and his wife, Phyllis Jean Johnston, drove up in an old gray Ford to the shack they called home, FBI agents confronted Mrs. Johnson and asked her if she wasn't really Mrs.

Strub. The 56-year-old woman initially denied the identification but did not resist arrest. A short time later, at a nearby sheriffs office, she admitted she was the former Mrs. Strub. A removal hearing has been scheduled to determine if she should be extradited to Cincinnati.

Mrs. Strub is being represented by public defender Jack Mulvehill. "Since she had to have a public defender appointed, I assume she has no money," Mulvehill said. So, what happened to the money? Adding to the mystery is the fact no one can recall Mrs. Strub ever having any extra money.

The FBI said the money was embezzled by regular withdrawals from the Netherland Terrace Federal Credit Union from Jan. 1,1975, to July 1, 1980. "I think everybody would like to know what happened to the money," Earl Strub said There was no indication in our life that she had any more money than ordinary." Neither Strub nor his four children now aged from 28 to 35 have heard from Mrs. Strub since July 17, 1980, when an auditor showed up for a surprise check of credit union records and Mrs. Strub said she had to go to the bank.

She never returned. FBI agents say they doubt Mrs. Strub had much cash when she left. But she did have some credit cards. From July through November 1980, investigators used credit card receipts to trace Mrs.

Strub's travels through 20 states and over 22,000 miles. When Mrs. Strub's car broke down in Metairie, in November 1980, she couldn't pay for the repairs. "The last sighting we had of her was a mechanic watching her get in a truck with an unknown person," said Cincinnati FBI agent Steve Barnett. The next year, Mrs.

Strub married William Johnson. "She met him in New Orleans and it appears she has been living in the New Orleans area ever since," Barnett said. "She was able to develop a new identity, but there's no indication she ever had much money there." FBI agents got the tip that led to Mrs. Strub's arrest when they reopened their dormant investigation while helping producers of the television show "Unsolved Myster- NEWS OF RECORD ies" put together a segment on Mrs. Strub.

"The TV show renewed our interest in her case," Barnett said. New Orleans FBI agent Freddy Cleveland said Mrs. Strub was living "in what most people would call a shack." "It's about as bad as anything you'd ever see," Cleveland said. "It's rather obvious from the way she was living that there's no money to be recovered." FBI agents say Mrs. Strub apparently kept both her husbands in the dark about what happened at the credit union.

Earl Strub filed for divorce in 1981 to avoid legal problems over property but never remarried. He says he would like to believe his ex-wife is innocent, but admits it's difficult "I hold out that hope, but from what the authorities tell me, if I was on her jury, I'd have to find her guilty," said Strub, who now lives in Lawrenceburg, Ind. "But I hope she doesn't go to jail. I think she's already paid a big 14 years without her children is like being in prison, he said. "I've still got real strong, positive feelings for her.

I would never hold anything against her. If she hadn't remarried, she would still have a home here." Strub says he can't understand how his former wife managed to restrain herself from contacting the children she loved. "I've been wracking my mind for 14 years over that and still have no answer," he said.
