Had Cornell been defeated and the acceptable Republican State candidates elected the electoral vote of New York would have been reasonably assured to the Republican Presidential candidate next year; but with the only positive Republican triumph stained by the embrace of Tammany jobbers, the Democracy of tbe nation will turn hopefullv to the controlling Commonwealth of the Union as their reliance for victory. In New Massachusetts. Connecticut, Pennsylvania, Wisconsin and New Jersey the Republicans mak slipost a clean sweep. We regard this as settling tbe Presidential contest of next year. Philadelphia Record, Dem. The defeat of Governor Robinson in New York is not so much an advertisement of the strength of Tammany as of the weakness of Tilden. It is simply a notice of the Democracy of New York to the Democracy of the Union that tbey have unseated the old man of Gramercy Park from his perch on tbe neck of tbe party. New York Commercial, Rep. The olive branch that has been extended should be accepted.

Conkling should be satisfied with what has been done and show that he appreciates it. It is time we had an end to factions in New York; it is time the ranks were closed up and we had seen the last of differences that have defeated the party in tbe State so often before. Hindota, 111., Nov. 5. General Grant's special train spent last night near Lombard-Tille, and the party sat up until after midnight receiving election re tarns. During the night the engine was decorated anew. The journey was resumed and the party arrived here this morning.

The cars of the Cincinnati, Burlington and Quincy Railroad were left with regret. The trip from Omaha has been one of the most enjoyable and comfortable experienced since the general landed in America. A salute of artillery and a crowd of two thousand people greeted the guests, a militia company presenting arms as Governor Gear escorted the general out of the cars, and the crowd shouting. A reception was held in the church, where a brief speech of the usual tenor was made and tbe inevitable handshaking followed, when the party returned to tbe depot and entered the special train of tbe Illinois Central railroad from Chicago, on which were Senator Logan, Governor Cullora, Governor Smith, of Illinois, and others. Governor Cullom introduced General Grant to the crowd, but he refined to make a speech, and the train moved off amid lend cheers.

At His Home in Galena. Galena, Nov. 5. The train bearing the Grant party stopped at Dixon, Polo and other points along the line, reaching Galena at half-past three this afternoon. The reception here at General Grant's old home was a memorable one.

The greatest goodwill and affection char acterized the meeting. As the train came in numerous salutes were fired, and the vicinity of tbe station was packed with delighted people. Military from Galena and neighboring towns were in line at the depot, and a band played "Auld Lang 8yne." As General Grant descended from his car-riegewith tbe mayor of Galena, Governor Cullom, Mrs. Grant and the rest of the party fol- lowing, the procession formed in the following order: Policemen, Galena, Freeport and Dubuque military, old soldiers of Galana, Dubuque Veteran Corps, General Grant and party in carriages and distinguished citizens of Galena. Every building was decorated, and elaborate arches were erected in several streets.

General Grant said: "CiMens of Gatanas 15 is with some embarrassment that 1 reply that your welcome is exceedingly gratifying to me, but it is difficult for me to reply to what I have just beard. It has always been the greatest pleasure for me to return to Galena; now, after an absence of two and a half years from your city, during which time I have visited almost every country in the world, it is a pleasure to be greeted in this manner by you.

During my travels I received princely honors, but they were all due to this country and to you as citizens and as sovereigns of so great a country. When I saw during my absence, especially in the far East, bow hard the inhabitants had to toil even for maintenance I realized more than ever the greatness of our country where want is scarcely ever known and where the question of sustenance is not daily considered. I will only add that I thank you again for your reception." It was fully five minutes before the cheers which greeted Gen. Grant's speech had subsided. Tbe crowd then called in turn for Messrs.

Cullom, Gear, Smith, Logan, Allison, and at burn, who each made a speech eulogizing General Grant. The general then held a reception at the De Soto House. ARCTIC EXPLORATION, Proceedings of the International Geo graphical Congress, Washington, Nov. 5. Captain Howgate, of the United States Signal Service, in this city, is in receipt of the following information with regard to the proceedings of the International Geographical Congress which convened in Hamburg in October last, The meeting was called for the purpose of securing harmonious action on the part of the governments and geographical societies of Europe and America in the work of Arctic exploration.

Delegates were present from'Germany, the Netherlands, Russia, France, Austria, Denmark, Sweden and Norway. Neither England nor the United States was represented, but both are expected to co-operate in the plans of the The delegates present were either official representatives of their several governments or of scientific associations in their respective countries, but they had no power to pledge money or material aid. As a result of the deliberations of the congress a solution was passed recommending the establishment of permanent stations of observation in the Arctic regions, at the places below named, to be under the direction of the countries specified. First station, Eastern Greenland, to be maintained by Germany. Second, Jan Mayen, by Holland.

Third, Finn Marken, by Norway. Fourth, North Spitzbergen, by Sweden. Fiftb, North Nova ya Zembla, by Austria. Sixth, mouth of the Lena river (Siberia), by Russia. Seventh and eighth, Lady Franklin Btv and Point Barrow (two stations), by the United States.

Ninth, Upernaviek (Greenland), by Denmark. These stations, it was decided, should be occupied one or more years. RAILWAY RECORD. Sale of tbe Cincinnati, Wabash and Michl- iHDiAKOPOLis, Nov. 5.

The Cincinnati, Wabash and Michigan Railroad was sold under decree of foreclosure a( Wabash. (o daj, J. H. Wade, of Cleveland, Ohio, was the purchaser. West Jersey and Atlantic Road.

Trenton, N. Nov. 5. In the Secretary of State's office to-day articles of association were filed by the West Jersey and Atlantic Railroad. The capital stock is $500,000.

The road Is to be thirty-five miles long, to run from a point on the West Jersey Railroad to Abae-con Beach. There are thirteen directors. The road will be operated by the West Jersey Railroad. WOMAN'S SUFFRAGE. Convention In Cincinnati, Cincinnati, Nov.

5 The American Wo man's Suffrage Association met this morning with ten additional members. Henry B. Black well, of Boston was elected president, and a number of prominent men and women vice presidents. A resolution was adopted to appoint a committee who shall in proper manner present memorials to all church organizations, asking that equal rights be granted to all members irrespective of sex. A resolution was adopted in memory of William Lloyd Garrison, who signed the call by which the association was formed.

5. The Post-Dispatch, in an article on defalcations, says that since 1870 city and county officers in St. Louis have defaulted to the amount of $463,000, of which only $197,000 has been recovered or collected iiom sureties. "Provincial" Queen's Counsel. Ottawa, Nov.

5. By the decision in the great seal case in the Supreme Court last night it is established that the Lieutenant-Governor has not the power to create Queen's counsel of the rank and dignity of that name granted by her Majesty. It is a mere provincial office under that name, which the provincial government has the right to create, and tbe appellants in the great seal case are not Queen's counsel at all in the sense attached to the name in the re-pondent's commission. Tbe respondent got hisT title through his Excellency the Governor General This decision affects all provincial Queen's counsel and today some of tbem abandoned their gwns and appeared in the ordinary barrister's gown. James Bethune, of Toronto. An Insolvent Company. Ottawa, Ont, Nov. 5. The Dominion Plumbago Company was to day put into insolvency by R.

C. W. McCraig, official assignee, on behalf of a Montreal firm. The liabilities are expected to be large. Banking.

Montreal. Quebec, Nov. 5. The Ville Marie Bank has commenced to take its bills at par for the first time since its suspension, and quite a number have been presented and paid in gold. The special committee appointed to act with the directors in putting tbe institution into liquidation are making satisfactory progress.

The Manitoba MUitla. Winnipeg, Manitoba. Nov. 6. CoL Osborne Smith was entertained at a banquet here last evening by the officers of the Manitoba militia.

Colonel Kennedy occupied the chair, and the mayor of Winnipeg and other leading citizens were present. In response to a toast to hU health, Colonel Smith eulogized the action of the government in extending the militia system so successfully in Canada to the territories as a precautionary measure, and completes the chain of defense from ocean to ocean. This sentiment was received with great cheering. Fatal Accident. Montreal, Nov.

5. Louis Ethier, while driving over the crossing of the Montreal, Ottawa and Occidental Railway to day, was struck by a passing train and instantly killel The Volunteer Visitors. CUBA. The Slavery Question. Havana, Nov.

5. The government has received a despatch from Madrid stating that a bill to settle the slavery question is belug prepared, and will soon be submitted to the Cortes. It will provide for the immediato abolition of slavery, but the freedmen will remain for a certain time under the patronage of their former masters, receiving wages. After this freedmen will be under obligations to work under contractor follow some avocation under the protection of the government for another term, at tbe expiration of which they will acquire civil and political rights. The government will secure the fulfillment of the obligations regarding work, by tbe passage of a vagrant law.

This bill is considered to fulfill tbe law of July 4, 1S70, taking care for tbe preservation of order and obliging the freedmen to work. PRIVACY OF TELEGRAMS. The Question Reopened In St. Louis. St.

Louis, Nov. 5. Judge Laughlin, of the Criminal Court, in bis charge to the grand jury this morning instructed them to investigate the old charge that some of the former police commissioners were connected with a gamblers' ring in this city, and to demand the production of telegrams which a former grand jury failed to procure; also, to look into the charges that money was used in the late trial of A. B. Wakefield, who was convicted of perjury, and to investigate tbe alleged illegal manner in which City Collector Rosenblatt issues dramshop licenses.

This will reopen the question at to whether the telegraph company can be compelled to furnish the grand jury with telegrams passing between private individuals. HOW THEY VIEW IT. Comments of leading Journals on the Re-ait i Election, New York World, Dem. Henceforth no intelligent person will mention Samuel J. Tilden seriously as a possible candidate for the Presidency.

Neither will anybody mention him as a possible candidate for the honors of his own State. His position in the politics of his own State is that of a marplot who could neither succeed himself nor would allow men to succeed who had in themselves the elements of success, of which he had at least permitted himself to be deprived. He lashed his own political corpse as closely as he could to the living condidate of the Democracy of New York, and if the State has thereby lostr the honest service of the one, it has at least been thereby delivered of the incumbrance of the other. New York Tribune, Rep. This day the Solid South is further from the rule of tbe country by more than twenty years than it was when President Hayes took the oath of office.

The future belongs to the Republican party. Only by some new act of folly or faithlessness can it forfeit that public confidence which the elections reveaL Unless It wantonly throws away that confidence its future for many years is the future of the United States. Best of all, the Republicans have bo occasion now to nominate any other than their ablest and worthiest man, for it is certain that with such a candidate they can triumph. They do not need to get under the shelter of any name, nor to hesitate in the avowal of their convictions, nor to shrink from giving its full reward to splendid service. New York Herald, Ind.
