The city is being offered $110,000 for purchase of the frontage of Jack's Play Center, and Steak Shake has also offered to make improvements in the remainder of the park, according to real estate developer Harold Hindman. Most affected residents, about 15 of whom attended, indicated they favored the sale. City Policeman Jack Fisher, however, was on hand to ask that no action be taken on the matter until conditions by which the play center property was donated to the city can be studied.

It was Fisher's family that donated the land to the city in 1959, and he said he has been unable to find conditions of the donation in City Council minutes. Council president Elmer Cox agreed to hold up action until the records are found. Park board representative Wayne Hoover told the resident': that he was initially opposed to the sale, but indicated that the sale could be approved, though he does not want to see the council place stipulations on the use of the money that might be taken in. City officials had thought that money gained from such a sale could be used to rebuild Tuhey Pool, but councilmen did not commit board officials could determine the use of such monies. Soviet space cargo capsule ends mission MOSCOW (UPI) The Soviet -Progress 3 unmanned cargo space capsule ended its 16-day mission today in a ball of fire high over a remote area of the Pacific Ocean.

The Progress capsule, its mission successfully concluded, burned out over the Pacific, according to the official Soviet news agency Tass. "The ship was put into a trajectory of descent, entered dense layers of the atmosphere over a pre-set area of the Pacific and ceased to exist," Tass said. Progress 3, which was launched on August 8, delivered about 1.5 tons of food, water, oxygen, experimental devices and mail to the Soyuz 29 cosmonauts aboard the Salyut 6 space station. It also delivered over one ton of jet and rocket fuel to top up the space stations tanks. Soyuz 29 cosmonauts Vladimir Kovalenok and Alexander Ivan-chenkov have been in space since June 16 and are now less than one month away from setting a new world record for manned spaceflight endurance.

The completion of the Progress 3 mission clears the way for the expected launching within a matter of days of a two-man Soyuz 31 mission to the space station. What might have been the only serious hurdle in the path of state legislative candidate Hurley Goodall will probably disappear next week. After Sept. 1, the Republicans U1 not be allowed to enter a candidate to oppose Democrat Goodall in the race for state representative from District 38. They appear not interested in putting up a fight.

Following the May primary, Republican County Chairman John Hampton said the party would enter a candidate if there was a chance of beating Goodall. Republicans now concede that they can't beat Goodall in that heavily Democratic district (south and east Muncie). Some potential candidates supposedly expressed interest in taking on Goodall, and a trial balloon was launched for the Rev. J. C.

Williams, who once ran as an independent for mayor. Williams has now joined the Republican ticket as a candidate for the Center Township Advisory Board. This leaves only American Party candidate June Osterman to run against Goodall, and she is unlikely to cause much worry in the Democratic camp. Still, she will probably carry more votes than she did in 1976 when she ran for the same post and finished third with only 4.6 percent of the vote. Her improved showing will be the result of the lack of a Republican in the race and the reluctance of some white voters to cast their ballots for Goodall, who would be the first tlack man to represent a Muncie legislative district.

The Republicans' decision not to challenge Goodall is not just a surrender to the inevitable. The Democrats, after all, are running a kamikaze candidate in the person of Ken Swan against 37th District incumbent Roberts Dailey, who represents a solidly Republican constituency. That decision may also be based on a "let-sleeping-dogs-lie" philosophy. Sawyer found the boy guilty Aug. 3 in juvenile court. An assistant county attorney prosecuted the case and a court reporter and court clerk were present for the trial. James Forsythe, the court-appointed defense counsel, estimated the 1 'a-hour trial cost $300 to $500 in terms of time spent by county officials. Judge Sawyer ordered a "social history" to decide whether the boy needs a home setting "to help him recognize the difference between right and wrong." The boy lives in a low-income housing project.
