Oshkosh Northwestern B7 Neenah- Menasha Sunday, March 30, 1986 They get chance to succeed Her decision on who is eligible is based on an evaluation of the student's records and discussions with teachers and counselors. Students receive school credit for the WECEP seminar. If they also work and it's a successful experience, they get another half-credit. Throughout the WECEP experience, which can last from one to two years depending upon the individual student, Ms. Hughes is in close contact with parents and serves as a liaison with the rest of the school staff to make sure students are completing their work.

"The teachers and administration have been very supportive," she said, emphasizing, "This is a cooperative effort between the school, student and home to make sure the young people are successful." In the five years WECEP has been in existence, Ms. Hughes said she's seen dramatic changes in some young people. "They are able to look at themselves in a more positive way. Some just need motivation and an opportunity to be successful." 1984-85, she reported 81 percent of the 26 students she worked with showed academic improvement, and 92 percent had better attendance. Some of these students had missed 54-56 days of school before entering the WECEP program.

Ms. Hughes' one-hour, daily seminar focuses on teaching employment and basic consumer skills. "We work on filling out job applications, doing interviews, filling out income tax forms, budgeting realistic things that happen in day-today work," she said. "We talk about how they can sell their abilities to an employer." They also discuss career choices and gather information on areas they might wish to pursue. Finding out where their interests lie helps in planning their high school curriculum, she said.

"Now I stress it's so competitive in the job market that unless they complete high school, they won't have a chance," Ms. Hughes said. After a student demonstrates that he's become more responsible in get- ting his homework done and in improving his attendance, he may be considered for a job opportunity in the community. A 1975 amendment to Child Labor Regulation 3 of the Fair Labor Standards Act permits 14- and 15-year-olds to work in "non-hazardous" occupations when supervised by a WECEP coordinator. Ms.

Hughes said both profit and non-profit job sites are used. Several fast food places employ junior high students. Some young people also do volunteer work, such as collecting milk tickets at St. Margaret Mary Grade School and assisting in programs at the Visiting Nurse Association's Senior Care Center and at the Rainbow Child Care Center. In all cases, students work under close supervision.

"At the day care and VNA, the opportunity is in a very caring environment It's a positive atmosphere," she said, adding, "They (the students) have to respond more as adults. Employers have said they've seen very positive changes. "It's important there's an individual, in all cases, who's willing to help that student grow, especially as a person," Ms. Hughes said of the on-site supervisors. "They invest a lot of time in our kids." She's especially pleased about the employers' attitude toward what WECEP is trying to accomplish.

"Employers said school success is what they're looking for, and that's the goal of the program." Students are selected for this program in several ways. Some referrals come from guidance counselors, administrators, teachers or other school personnel, such as social workers and psychologists. Ms. Hughes also has received requests from parents and students. By KAREN KRAMER of the Northwestern NEENAH Some junior high-age youngsters are learning to be responsible students and employees because of a unique opportunity available through the Work Experience Career Exploration Program at Shattuck Junior High School.

WECEP is one of two dropout prevention programs introduced in Neenah public schools five years ago. The second program, Individualized Opportunities Unlimited, is offered at the high school. WECEP coordinator Carlyon Hughes is highly enthusiastic about the success they've had in keeping students in school. "Neenah's dropout rate for 1984-85 was 2.7 percent. This is dramatically down from when our program started," she said.

When the programs started in 1979-80, the district had a dropout rate of 5.9 percent. The state's dropout average for 1984-85 was 3.65 percent. Through a combination of seminars and on-the-job training, Ms. Hughes is trying to provide motivational and tutorial help for her students. The young people, ages 14-16, are either "academically deficient in credits, or have economic or attendance problems which make them potential dropouts.
