Thursday, June 30,1977 Food factory opening frozen byspoiledgeor MIDDLETOWN Delaware County's giant food processing center at Fair Acres, the county home for the aged, is still not functioning end may not begin operations this year because nearly $500,000 worth of defective equipment was discovered last month, only days before the planned opening of the facility. "But that's a pessimistic view," he said. THE SO-CALLED food factory, which was to open last month, is to provide meals for residents at Fair Acres, the county's youth detention center in Middletown, and the Delware County Prison in Thornbury. Vizacaro said last month serious defects were found in the food delivery carts manufactured by Dynamic Systems of West Conshohocken, Montgomery County. There are about 100 carts and each one costs nearly $5,000., They are used for storing prepared meals in heated and refrigerated compartments. The carts are to be trucked to the various facilities where the meals would be served.

When Fair Acres' officials inspected the carts before the scheduled opening day last month, it was discovered that aluminum was splintering on the inside of the compartments. ADDITIONALLY, the units were not built according to specifications because aluminum had been used in the place of stainless steel, Vizacaro said. Vizacaro also said the outside of the carts is made of vinyl which was improperly glued to the cart causing the outside covering to peel and bubble. Vizacaro said only five carts have been replaced by Dyanimic Systems in the past six weeks since the defects were discovered. At that rate, it seems the facility will be hard pressed to begin operations this year.

In the event it does, it will be on a limited basis only. The food factory was approved two years ago by former Republican county commissioners Harry A. McNichol and Nicholas F. Catania. When action was taken to go ahead.
