DELAWARE COUNTY (PA.) DAILY TIMES 4 September lilt NEW YORK (AP)-From a quiet command post in a spacious suite 13 stories above the rumble of Park Avenue traffic, Pete Rozelle guides the violent world of professional football with fingertip control. Still youthful'at 43, the 6-foot-2 commissioner of the National Football League is a low key executive with a firm grasp of a sport that has surmounted constant crises during his 10 highly successful yeara at the helm. Crisis the name of the game in pro If it is not a $10 million law suit, it is a Paul Hornung-Alex Karras gambling problem. If it is not a new television contract, it is Joe Na- matti and Bachelors III. If it is not expansion, it is merger anc realignment.

Through it all Rozelle stands tall in the saddle, guiding the sport to the point where it gen- srally i accepted as the top spectator diversion of the nation. In recent days the player strike and pension dispute challenged his position by attacking certain aspects of his power. The players had attempted to line him up with management as an employer but later dropped the request. He agreed io name an arbiter in injury grievance cases but all other aspects of his authority remained unchanged. shell' leadership is boon to NFL rt with nre Los Ancekfs.

Snidor, who won York after the day 1 it were not for Rozelle's persuasive powers there would have been no federal mediation by the owners in this bitter struggle that shuttered training camps and threatened to wipe out the preseason schedule. Take this from one who Knows. "Pete Rozelle certainly was important to the situation," said Curtis Counts, Federal Mediation and Conciliation Service Director. "It's a good thing they used his offices to settle it. The football commissioner is sort of a czar owners who are independent individuals, tied together in the bargaining.

The 'czar' role of the commissioner las no counterpart in other in-1 dustrios that engage in collc-c- tive bargaining." Take your time. Talk to all sides. Listen carefully. Let others project their ideas. Then step in quickly.

That is the Rozelle formula. It worked once again in the pension dispute. The two groups debated for months. Rozelle did his best to Keep in touch with both sides. After federal mediation was tried, the two groups withdrew and sparred at sword's length.

Rozelle made tb3 moves that helped bring them together, A little more than 10 years ago, Jan. 26, 1960, the NFL owners, reaching out for a compromise candidate after, days and nighU of dispute, selected Rozelle to succeed the late Bert; Bell as commissioner. Under Rozelle, tile league expanded from 12 teams to 16 and finally to 26 after a peaceful merger biought an end to the baby sitting bonus war with the American Football League. Television revenue, equally divided among all the clubs after Rozelle persuaded Congress to legalize single network contracts with sports leagues, has increased from $1.8 million to an estimated $150 million four- year contract with all three networks. Attendance has boomed to the point where fans leave season tickets to favorite heirs in thoir wills and sellouts are the order of tho day.

Rozelle, of course, didn't do it all by himself. But he has been tlie guiding hand behind most of the gains. As Art Rooney, the pioneer owner of the Pittsburgh Steelers, once said. "Pete Rozelle is a gil't from the hand of Providence." Rozelle is a California product, born in. South Gate, suburb of Los Angeles, March 1, was brought up where in he 1926.

He Compton, layed schoolboy tennis asketfeall, His first public relations job was making Duke Snider, a friend and teairunate, an all-league prep selection in Los Angela's. Snidor, fame as a Dodger home run slugger, still ia a close friend. Rozelle's first pro football job was as public relations director of the Los Angeles Rams. After setting up a marketing plan that was later the model for NFL properties, Rozelle went into a private public relations job, only to return as general manager of the Rams when Bert Bell needed somebody to help calm the troubled waters of a warring faction in the ownership ranks. As commissioner of all pro football at a salary estimated at upwards of $100,000 a year, Rozelle makes no waves in New day's work done.

He fives quietly in a Sut- txm Place apartment with his 11-year-old daughter. When a reporter- recently asked Rozelle the most important lesson ho had learned in his 10 years of command, he gave this answer: "I think the basic thing is to take as much time as possible before acting. To bilk to as many people as you can before you formulate a decision "I'd like to have a period of getting back to enjoying what it's all about--the football itself." To which the 26 NFL owners add a fervent "Amen." Michigan is top threat to powerful Ohio State National League EDITORS NOTE: This Is the fourth hi a series of college football team sizeups. By ED SINSBURY CHICAGO (UPI) -Ohio State should be a good bet in 1970 to win the national collegiate football championship it nearly seized year ago, and Notre Dame, if not a potential national title winner, ought to hold a spot in the top ten again After these two, it'll, be anybody's ball game in most matches between major Midwestern schools. Not only does Ohio Coach Woody Hayes have numbers; he has quality ais from such as quarterback Rex Kern.

In addition the Buckeyes play only a game schedule, which should make their task of winning the national title easier, if they can escape a letdown for a single loss. Ara Parseghian at Notre Dame, who would be pessimistic if he had everybody back, has 13 starters returning. Parseghian worries most about defense, where linebacking may be his major problem. But with a little time, the Irish could be tough to score against. Michigan rates as Ohio State's toughest challenge in the Big Teh chase with Purdue, Minnesota and Michigan State spotted on the second rung and the other five clubs battling to climb out of the second division.

The Wolverines also are loaded with lettermen, among them quarterback Don Moorhead. Purdue has 19 of its top 22 offensive players back but there's no quarterback and whoever calls signals in the first game will -be taking the snap ftxmi center for the first time. But new Coach Bob Demoss has fair running potential and what should be rugged defense. Minnesota needs to develop a quarterback also, but ther have been great reports on sophomore Bob Morgan, fine Coach Murray Warmath coul turn in a surprise. Runnin, should be good, defense better and passing a question mar until somebody settles in throw the ball.

Michigan State should tougher on defense, particular! in the backfield, but Coac Duffy Daugherty hoped hi offensive line would improve a well. Bill Triplett and En Allen should furnish gooc running, but the quarterbac job is up for grabs. Northwestern, Indiana and owa could surprise a few icople along the way. The have and more depth speed is Wildcats will than usual luestionable, but Coach Alex kgase believed his running would be better with Mike and Al Robinson eturning. Defensively the Wildcats also should improve.

John Pont at Indiana believed tie Hoosiers solved some roblems on pass defense, irotection of the passer and the jass rush during the spring, so ie's optimistic about the future, Iowa's Ray Nagel will have at every defensive and believed bis quarterback was solved by Roy Bash. The Hawkeyes also should have strong running from Levi Mitchell, Tim Sullivan, and Dave Harris, Neither Wisconsin, 3-7 last year, nor Illinois, winless during 1969, figure to climb very high. The Badgers should have solid running, but passing will be uncertain. Illinois hopes to start a comeback on the bases of what was described a year ago as its best freshman team' ever, which consistently beat the varsity.
