Tensions boiled after Weaver first sought appointments to at least two outside boards and authorities that already were assigned to other commissioners. Then he proposed taking his former administrative aide to his new mayor's office. Commissioners already had established protocol on both issues, which some accused Weaver of violating. Committee appointments and the assignment of aides, who assist commissioners in a largely clerical role, have been politically charged subjects for past commissions as well. "The most disturbing aspect of this entire matter is your insistence on proceeding despite the concerns of others," Commissioner Debbie Lightsey wrote Weaver in an e-mail message dated Feb.
