He was born in Chester and had lived there most of his life. He was employed by Philadelphia General Hospital where he had been a maintenance man until retiring.

Mr. Perrigan was a graduate of Chester High School and attended Lincoln University. He was a member of Murphy AME Church, 7th and YarnalJ Chester. He was an Army veteran of World War II and the Korean War. Surviving are three daughters, Valaida Washington, Mrs.

(Scottie) Walters of Ridley Township, died Thursday in Taylor Hospital, Ridley Park. Mrs. Walters was born in Greenock, Scotland, and came to this country in 1929. She was a resident of Ridley Township for 38 years. A retired employe of the Ridley School District, she was a caferteria worker for 15 years, working most of that time in Ridley North Junior High School.

Mrs. Walters was a member of the Golden Age CJub of Clifton Heights. She was a former Sunday School teacher at Folsom Presbyterian Church and also served as a Girl Scout leader in Folsom for many years. Surviving are Iwo daughters, Mrs. Harry Leskie of Ridley Township and Mrs.

Dr. Milton Hilary Rev. Dr. Milton Hilary, 83, 404 Mansion Woodbury, N.J., died Monday at Crozer-Chester Medical Center, Upland. Born in Akien, S.C., he lived in Chester for 18 years and Woodbury for 35 years.

He received his theological training at the Crozer Seminary, Chester and his doctorate of divinity from Jameson Bible In- slilule, Philadelphia. He was paslor of Ihe Shiloh Baptist Church, Pennsgrove, N.J. for 44 years. He was past presidenl of the Baptist Ministers Conference, Woodbury, N.J., past president of the Ebenezer Baptist Missionary Society of southern New Jersey, past president of the Internationl Union of Pennsgrove, N.J. He served in many of the leading churches from Florida to New York.

He is survived by one daughter, Georgia Lampkin of Chester; one brother, Joseph Hilary of Kernersville, N.C.; one sister, Alberta Gandy of Summerset, N.J.; two grandchildren, two great grandchildren and one great great grandchild. Ninth Chester. Frank DeMaio Frank DeMaio, 83, of Ridley Township, a native of Italy, died Wednesday at Bishop Nursing Home, Media. Born in Naples, Mr. DeMaio had lived in Chester for many years. He was a retired crane operator for Penn Steel Castings Chester.

He was also a former security guard at Delaware County Courthouse, Media. Mr. DeMaio belonged lo Our Lady of Peace Roman Catholic Church, Ridley Township; the Sons of Italy 12th of October Lodge, Chester, and Moose Lodge, Chester. He is survived by his wife, the former Margaret two daughters, Mary Ann DeMaio and Terry Vaccaro, both of Ridley Park; two sons, Joseph of Runnemede, N.J., and Andrew of Aslon; eight grandchildren and five great-grandchildren. The funeral will be 8:30 a.m.

Career Day at Marple vo-tech MARPLE Students at the Delaware County Vocational- Technical School, Malin Road, participated in a "Career Day" program this week. The program, one of a continuing series at three vocational- technical schools in the county, was presented in the school cafetorium. It was presented earlier at the vocational-technical schools in Aston and Folcroft. Jerry A. Vanim, guidance counselor at the Marple school, coordinated the program.

Delaware County Daily Times Promotion Manager James J. McNamee talked with students about career opportunities in the newspaper industry. Seventeen colleges, universities and technical schools had representatives present to provide information to students. The main presentation occurred at a forum but program participants had individual booths for contact with students. The Marple vo-tech school, with an enrollment of 1,150 students, has about 14 per cent of its graduating class seek admission to college and other higher education programs.

Among area colleges represented were Cheyney State College, Brandywine College and Temple University. Spring Garden Institute and Methodist Hospital School of Nursing were among the participants. The technical schools included those providing training in electronics, professional truck driving, data processing, health and dental technical fields. The career program is in its fifth year in the county vo-tech schools. French contest at Immaculate IMMACULATA Immaculata College will host the 42nd Annual National French Contest on March 19.

All students of French, whose teachers are members of the American Association of Teachers of French, are eligible to compete in any one of the six levels of examination, depending upon the student's proficiency in French. Given in two parts, the exam tests both oral and written skills. The written section measures the students' fcnowlege of structure and vocabulary and their reading comprehension. Student winners at each level will receive prizes from the local chapter and are eligible for recognition from the regional and national offices. "More than 43,640 students participated in the 1976 competition," noted Sister Marie Lorraine, assistant professor of French at Immaculata.

"That marks a 10 per cent increase over the 1975 figure, and we expect even greater participation this year." Contestants will register at 9:30 a.m. at Immaculata's Alumnae Hall. Penn tuition is increased PHILADELPHIA (AP) University of Pennsylvania trustees have approved a nearly 8 per cent tuition boost for undergraduates, effective in September. The increase will boost annual tutition for undergraduateat the Ivy League school to $4,450. Annual tuition at Penn's graduate and professional schools was boosted from eight to 11 per cent.

For most graduate students and doctoral candidates, that will boost annual tutition to $4,675. The single highest increase approved Thursday was for annual tuition at Penn's law school, up 11.5 per cent, from $4,190 to $4,675. Budget director John Strauss attributed the increases to the school's rising operating costs. Schulze office to visit county The mobile office of U.S. Rep.

Richard Schulze (R-5th District) of Paoli will visit two locations in Delaware County Wednesday. The mobile office will be at the AP Market in the Willowbrook Shopping Center, Chichester and Bethel Road, Upper Chichester, between 10 and 11:30 a.m. The mobile office will be at the LJanerch firehouse, West Chester Pike and Darby Road, Haverford Township, between 1 and 2:30 p.m. Clifton Youth Services meeting CLIFTON HEIGHTS Clifton Heights Youth Services Commission will meet 8 p.m. Thursday in the Borough Hall.

The Commission is recruiting members, including teenagers, to form committees which will work on projects of interest to Clifton Heights youth and families. NP approves expansion of market NETHER PROVIDENCE Wallingford Market got a green light from township commissioners Thursday night to proceed with expanded market facilities and parking space. The expansion will cover the adjoining lot where an abandoned house now stands and provide an entrance off Providence Road and exits on Wallingford Avenue. The present store fronts on Providence Road. "This will eliminate the present situation of cars going in and out from Providence Road, which is a real hazard," said Commissioner John Larkin.

A landscaped strip across the entire new frontage of the expanded store site and further landscaping within the parking area are other features of the plan. The commissioners said they would ask to have the front landscaping extended to the Guenther Gallery, an' art gallery adjacent to the abandoned house. Solicitor John Wellman presented an ammendment to the zoning ordinance to remove hospitals and sanitariums and clubs, lodges and fraternity nouses from inclusion by special Vandals upset Glenolden residents GLENOLDEN About 50 residents living near the park area were at council meeting Thursday night to complain about the actions of young people who congregate near the Chessie System railroad tracks and the borough park. A letter to council from residents reported vandalism, underage drinking, profane and obscene language and drag racing. The letter prompted council to meet with the group after its regular business session.

Cooke Avenue resident Charles Lauletta said the problem is centered in an area bounded by MacDade Chester Pike, Oak and Ashland Aves. The offenders range in age from 12 to 16. "And these kids don't even live in our neighborhood," Lauletta said. Many residents said numerous fires have been set and the continuous littering has turned the area into a "ghetto." Lauletta said his group was "cautiously optimistic" after its meeting with council representatives, Mayor John J. McVeigh and Police Chief Joseph Grant.

"The chief assured us thai police palrols in our neighborhood would be increased and the mayor told us to call him personally if the police do not answer our calls or respond within a reasonable length of time," Lauletta said. Another meeting between council and the residents has been set for 8 p.m. March 31 at borough hall to go over the progress of the police crackdown on the young offenders. IU representatives conference speakers Two representatives from the Delaware County Intermediate Unit (IU) will speak at a career education conference March 25 and 26 at the Sheraton Inn, King of Prussia. The conference will center on vocational development for stu- denls with learning difficulties.

Dr. Robert Klingler, IU's director of curriculum and development, will discuss audiovisual techniques used for special- needs children. Techniques for fusing career education into the curriculm at all grade levels will be the topic of Alfred Gallagher, supervisor of pupil services at the IU. Radnor kindergarten registration set Kindergarten registration for children who will enter Radnor Township school in September, 1977 will be held Monday-Friday in the office of each elementary school. Registration hours are 9:30 to 11:30 and 1 to 3 p.m. dally. Children born on or before Feb. 1, 1973 are eligible to enroll.

Meanwhile, Wellman is slated to present testimony March 21 at a continued hearing of the zoning board on a request lor a special exception to convert "The Castle" into a boarding house for senior citizens. "The Castle," a large stone mansion on Plush Mill Road, was not mentioned at this meeting. However, removal of the provisions for special exceptions from R-l zoning would affect the area in which this controversial structure is located. At a prior hearing, other am- mendments to the zoning code were presented to change the number of units allowable in R-5 from 12 to 6 per acre, and to prevent residential construction in industrial areas. After several persons interested in residential development of industrial areas gave their views, commissioners decided to restudy this proposed zoning change.

Commissioners will arrange a meeting with residents of Emerald and Pritchard Lanes on the disposition of a 40-foot strip of Sapovitz Park behind the Emerald Lane houses. Commissioners have announced their intenlion to convey this land to Emerald Lane residenls who already maintain Ihe land along with their own back yards. Objections from some Pritchard Lane homeowners, and complications regarding the legal disposition of township park lands have prompted commissioners to seek a meeting to resolve problems. Commission President Eugene Monaco announced that there was "an inordinate amount of littering" along Avondale Road last weekend. He asked that anyone who noticed anything which could help apprehend persons responsible to report to police.

"We could use whatever help you could possibly give he said. Janiczek changes registration MEDIA COURTHOUSE With a stroke of a pen Thursday, Lee Janiczek changed the political makeup of the Springfield Board of Commissions. Janiczek, 35, who ran and was elected 3rd Ward commissioner on the Democratic ticket two years ago, signed a registration change Thursday and joined the ranks of the Republican Party. Janiczek was accompanied by his wife, Carole, who also reregistered and several Republican leaders, as he swept into the registration bureau to make it official. "This has been a hard decision for both of us, but one we felt we had to make.

Both of us have been Democrats since we were old enough to register," he said. Janiczek's defection changes the complexion of the board to Ihree Democrats and four Republicans instead of the five- two Dempcralic plurality which was voted into office in 1975. Janiczek said he did not feel he was letting down the Democrats in his ward, who voted for him. "I feel I was elected by the people as an individual. I have always tried to serve them to the best of my ability.

The politicians may fault me, but the people I represent will understand my decision," he said. Janiczek has been al odds with the Democratic commissioners al recenl meelings, bul Ihe backbreaking straw came when he failed to join with the Democrats in voting to fill an unexpired term. That move forced the board to bring the matter to the Delaware County Court, which named Republican Mrs. Mary Ann Arly lo the post. Janiczek said the change in the political makeup of the board is not as "important as some say.

I would hope its made up of seven people." Janicczek has sent out letters to residents stating "this change should nol be interpreted as being unresponsible to your representative needs. I will continue to be responsive to the people of both parties the people thai made my election possible." Janiczek also changed his name on the registration rolls from.
