The Scouting program is reaching a large group of the boyhood of Blytheville as a result of the leadership of the Eastern Arkansas oimcil of which Blytheville is a part. Communities of an area together make up the council territory. This territory is divided into administra-- tive districts buiit around the district centers. Blytheville is the district center for the upper half of Mississippi County. The Council is composed of representative citizens of the business, professionl, educational religious and, civic life of the entire area and is the machinery which creates conditioas so that boys desire to .be Scouts and men are willing to serve as leaders in all .sorts of capacities. Without this .."machinery supported by the communities o the area, tlie Scouting Program would soon dwindle and possiblj fade out of the picture. The Council through its Scou Executive and 'district committee men. renders service .to epmirjunitip and Scout troops by: Recruiting, training: anc! stimulat ing volunteer Scout leaders; Main taming Courts of Honor to examine Scouts and award badges; Operating camps, both summer and year -round; Keeping records of- membership and advancement of'Scouts; Organizing-.Scouttroopsr Cub Packs. 1 1 'and Senior Units; Planning pro-M grams and-promoting rallies, field days and camporees; Maintaining a headquarters office as ' a service center; Making available literature, forms and secretarial service; Providing a camp and camping equipment for-, tr.oops; Planning community Good. Turns and service projects; Encouraging and guiding the Scouts' advnaccment .in the jrogram of Scouting; Promoting cnowledge and practice of health incl safety. This is what requires the full time of a. Scout Executive. Its management calls for" technical skill. A" trained Executive, experienced clerical help and definite office headquarters and service are most essential. The Eastern Arkansas Council is composed of thirteen counties in Eastern Arkansas, organized into ten districts. Each district is represented On the Executive Board of the Council and on the Council operating committees. The Council budget is prepared by the Council finance committe which is composed of representatives from each district in the Council. The budget. Is then approved by the Executive Board of the Council and plans! ; made in each community for rals-! | ing the amount necessary. • j !
