Before the May 12 primary election 1 intend to brief on the statutory duties of County Commissioners and the awesomo power of the County Court in relation to County Government. time you voters recognize that a political smokescreen has been to minimize the awesome power of the County Court. During past political campaigns I have found the average voter more concerned with the campaign for sheriff. Clerks, prosecuting attorney. Assessor and judges and this fact recognized because of the many persons involved; but have you been told all office holders In the Court House operate on a budget set by the County Court with the exception of the Circuit Court Judge who is paid by the state.

The W. Va. Code reveals that each time the legislature meets In Charleston, the County Court members are given more power In County government, and may I further advise you that there is a strong movement throughout the state calling for legislative reform which will give the County Commissioners legal right to determine salaries of all office holders in the Court House except Circuit Court Judges. At the present time the salaries of the office holders are determined by the legislature. Several pages would required to advise you of all duties of the County Commissioners, but 1 note a few as follows: County Courts have jurisdiction in all matters of probate; i ment and qualification of personal representatives, com- mittees, curators, and settlement of their accounts.

They power construct water works, sewage disposal plants, improvements of streets, alleys and sidewalks. They have power to purchase and maintain radio equipment for the sheriffs nd their deputies. They power purchase photo equipment, and to establish and operate fire prevention units. They have power to acquire and landfills. County Courts have to establish law libraries and are required to inspect institutions within the county for housing and core of poor; inspect bridges; to provide and supervise and maintain County Court House; maintenance of airport facilities; to purchase furniture, fixtures for their county.

The County Court is required to levy on the property of the county for the taxes, needed to various county facilities. 1 was not pleased with the policies andf procedures used by County Court when North Beckley Public Service District Pollution recognized cs a major problem in our society and I firmly believe in sanitary systems, but not at any price. I feel it is unjust and morally wrong to install a system that will cause a user to be indebted to a bonding company for 40 years for more money then his property is worth, without consent. If nominated end elected as member of Court, I wil use all of the influence at my disposal to prevent installation of sewage systems in the Public Service Districts ontO are fully aware of the cost of construction end the rates per month. Also, 1 feel that ell properties used fay a Public Service District should be secured by condemnation procedures in our courts and I believe this is what the lew contemplates.

If nominated and elected, 1 will my influence to office holders in the Court House a sufficient budget to increase salaries of personnel- I will help medical end hosphali- zation insurance coverage for county employees. 1 feel the to upgrade appearance of our Court House by installing air conditioning equipment in the Circuit Ccsrrtrconv wpJcctng tile on the floors, installing modem office in cB offices of the Court House, For some reason I find tfcot some offices hove furniture and offices the old furniture that installed when the Court House was faoilt. Some of the voters may ask where the money will come from for Court improvements ond more benefits for county employees, and my answer is that I would demand some changes in the budget. During the fiscal year 1969-1970, I find airport was budgeted $17,000 for maintenance; was budgeted for bonded and scveraf hundred additional were purchased from a local realty company fof a of $45,000, which total In $71,000 for airport. I am for airport but I was an for County Court to purchase land unless tueh property is urgently needed for construction and If such poperty is needed for public use, it can be acquired by condemnation procedures in our courts.
