In Virginia there was a system under which every planter was required to carry the mails on to the next plantation. In 1672 New York subsidized a mail service to Boston monthly. In 1683 William Penn established a weekly mail to Maryland cities. In 1691 Thomas Neale received a royal patent. Andrew Hamilton was Royal Postmaster General of America and he was in general charge.

It must be borne in mind that there was no such thing as a standard postal rate. The men who carried the mails charged about what they liked. William Goddard seems to have been just the man to do something about the matter.

He was a newspaper publisher but Goddard finally left publishing to devote his entire time to the organization of a postal sys OLD POSTAL SERVICE The American postal system, which spirits letters and even heavy packages at high speed over land and water and through the air, had its origin in the choleric temperament of William Goddard. The Old Testament tells, in Chronicles, how "the posts went with the letters" and how "the posts passed from city to city." In Esther, Job, and Jeremiah there are references.
