No arrests have been made. In other incidents reported Tues- City officials want ditches kept cleaner By JOY McILWAIN Democrat staff writer City commissioners decided to make a last-ditch effort Tuesday night to solve the ditch problem. They decided to send commissioners Hurley Rudd and James Ford to next week's county commission meeting to inquire about the county's current ditch-maintenance policy. Under terms of the 1976 memorandum of agreement between the two local governments, the county assumed responsibility for the maintenance of drainage ditches throughout Leon County. Before that time, the city had been responsible for ditch maintenance within the city limits.

City officials say complaints about ditch maintenance have escalated in recent weeks, with city residents complaining that vegetation is being allowed to grow unchecked in city ditches. City commissioners say upkeep of the ditches is not their responsibility. "I think when they (the county) took on drainage they took the whole walking load," Mayor Richard Wilson said. "The person who lives in the city pays taxes to them (the county). don't know what for, but they While agreeing that the ditches are not being kept up as well, City Manager Dan Kleman pointed out that the memorandum of agreement leaves up to each government the determination of its level of service.

"They did not commit themselves to maintaining the ditches the same as the city had," Kleman said. But commissioners agreed with Commissioner Carol Bellamy that it was time to force the issue. "It's time to address them (county commissioners) politically," she said.
