TV Cable Pyrrhic victory? WASHINGTON (AP) In five pages of press releases and an 89-page booklet, the Reagan administration proclaimed Thursday that it will exceed its goal for reducing the paperwork burden on the citizens of the 1 United States. In a three-page statement, accompanied by two pages of lists, the White House press office described administration efforts in the past two years to comply with the Paperwork Reduction Act, passed one year before President Reagan took office. "Americans will spend over 100 million fewer hours filling out government forms and records by the end of this fiscal year than they did during fiscal year 1982," the announcement said. Fouch said he hoped the station could begin producing a daily news program by the summer.

In the meantime, viewers will receive half-hour installments of Cable News Network programming twice during the day once at 9:30 a.m. and again at 11 p.m. and viewers during the traditional 6:30 p.m. local news slot can tune in "Soap," the old ABC situation comedy now in syndication. The sign-on of the station will mark the first time ever in Tallahassee that viewers will be able to watch all three national, commercial networks without the help of strong antennas or cable.

WCTV-TV Channel 6, a CBS affiliate, was the city's first station and came on the air in 1955. ABC's WECA-TV Channel 27 followed in 1976. Before Channel 40, the closest NBC stations were in Panama City and Albany, Ga. Channel 40 should have a range of 50 to 60 miles east and west of Tallahassee and reach the Gulf of Mexico to the south and Camilla, to the north, Fouch said. Non-cable viewers may watch the new station on UHF Channel 40.

Group Cable subscribers will be able to see it on Cable 4. The addition of the new station will cause a change in channel selection for Group officials said. WJHG-TV Channel 7, the Panama City NBC affiliate now seen on Cable 4, will move to Cable 11, and the cable company will drop Atlanta's WXIA-TV, another NBC affiliate, from its offerings, said Jimmy Courson, Group W's general manager. "We're ready to go with the switch as soon as Channel 40 is ready to sign on," he said. WTWC is owned by Holt-Robinson Television Inc.

of Hattiesburg, Miss. (Continued from page 1A) cable customers could expect from the company from franchises ending in 1987, 1992 and 1997. Group officials said at the meeting they wouldn't present any specific proposals for improved service unless the city would talk in terms of a 20-year contract. Westinghouse could not commit millions of dollars for improvements to the system without assurance of a long stay in Tallahassee, they said. Kleman balked at that demand but said that if the company would provide the specific proposals he requested, city officials would evaluate them.
