India Times. A short time back Mr. Bright delivered a speech welcoming the marquis of Ripon back to Eaglaad. Mr. Bright said that ha was glad to learn that our noble English language, the language of Milton, was becoming better know in India, and was spreading to the masses of the people.

It Approaches Completi It Cost to the tounty-A F.ae Htructure-A Prophesy. Last evening we paid a visit to that maginficent structure, the new bridge across Whitewater river at the place where north street reaches that stream. The commissioners of Wayne county decided upon building this "structure at the term held in the month of September, 1884. The contract was let at the same time to m. Koss, for the stone work, with the stipulation that it should be finished by the 1st of January, 18-5.

The contract for the iron and wood work was awarded last March, to the Morse Bridge company, of Jamestown, O. The whole was under the direct supervision of Frank C. Doran, the county bridge superintendent, and had to be done to his entire satisfaction. He has kept very close watch over every step, has seen that all material was first class, and the work done according to contract. The public owes him a debt of over and above his salary, for his untiring watchfulness and industry.

He knew exactly what the bridge ought to be, and saw that it was so. Last evening, while at the bridge, we met Thomas Hunt, the commissioner who was the unswerving friend of this part of the county in their efforts to secure a good bridge. To his influence and his vote is largely due the fact that this magnificent span now stretches across the river here. May it be a lasting monument to his honor. The structure is very swiftly approaching completion.

The first lloor was laid several days ago, and covered with tarred roofing paper. The second and final floor was nearly completed at the time of our visit, and the painters were at work covering the iron work with white lead. Should favorable weather continue, a very unlikely contingency, it will be all ready for travel inside of two weeks. The main span of the bridge is 404 feet from pin to pin, and the additional spans, at the ends, 04 feet each, making the total length 532 feet. It is feet above the bed of the river, has a 23 foot road-way, and a walk of six and one-half feet on each side.

The cost of the stone work and the grading already completed is a fraction under and of the wood and iron work, is Some additional grading, in making proper approaches, is still to be done. It is the longest three-hinge span in the world. By the three-hinge span is meant a bridge where in the span of the bridge is so joined together by a large pin that each span is largely independent of the effects produced by temperature, a joining that makes the weight al- I ways fall on each part of the struct-1 ure with the same gravity, regard-I less of any effect that may be produced by heat or cold. From this bridge a line view of the river, and of the country west of it, is alTord-' ed. It requires no effort to compre-I hend the fact that this thoroughfare I is destined to open up and make a thriving little city west of the stream.

The location is beautiful, and it will not be long until the street cars will run on north street and across the bridge, carry ing many a thriving business man to his pleasant home in West Richmond. The dens that disfigure the locality of the bridge, on this side, will soon be forced to seek less public quarters. It is the most important improvement of the year, and will mark a new era in the growth of our citv. Owing to the fact that the distinguished temperance lecturer, Mrs. Hoffman, will ppeak in the Orand Opera-house to-morrow afternoon, at 3 o'clock, there will Le no temperance meeting at Temperance hall.
