to 4, P. M. XT Opening of tho Cincinnati and Chicago Railroad, 4th of July. It baa been sag crested to commemorate the approaching anniversary of Independence by eel- brating the opening of this important road, as or.e of tho grand results which was tecored by i Le establishment of a free government. We ep-i rove the enjrgeation, and hope tome persons will tike the atter into consideration, and carry it i af.

If a meeting were called at some convenient point the preliminary arrangement could jou be settled and a splendid time bad. It vould also serve to bring the road into notice, cid give the strangers who might attend an opportunity rf seeing one of the beet portions of the State. Who will lead in the matter? The t'ompaiiy should take the first step. Will it do it? Reception of Jefferson Davis at Vicks bur Speech Acquisition of Cuba. Ux-decretary of War.

Jefferson Davis, now I'uiteJ States Senator from Mississippi, has had a warm reception at Vickaburg, in that State. Colonel Davis' speech on the occasion of his reception is very interesting, on account of the light which it throws npon the policy of the Pierce nlmiaigtration, nnd the obstacles which prevented them from achieving their objects. lie states that he himself went into the cabinet with the hope that he would be able to do something towards acquiring the Inland of Cuba, which he regarded as important to the whole country, and adi-pensuble to the South. Tho late administration, he conld cay, did all its power to accomplish this desired object, I wan ably seconded by tho preseot chief mag ihtratf, then minister in London. The failure of Congress on the Black Warrior message, which hal led the Spanish Cortes to believe that, as to Cuban policy, the administration did not pos sess tho confidence of the country; which conviction on the part of the Cortes was fatal to the t-'icci -s of the negotiation.

There is no doubt that with tho co-operation of Congress and of public sentiment, President Piercc'a policy in regard to Cuba might have been successful. Many circumstances then favored the scheme which are now wanting. The political and financial embarrassments of Spain, and tho discontents in Cuba, were such as to prom" ise a fuvo ruble result. The next Congress being democratic, and standing on tho Cincinnati platform, will be better disposed towards this project, and, meanwhile, it has undoubtedly become more important to the ititci cats oHhe country and more generally popular also. Dut it is not to be doubted that Spain and her colony are exposed to less disturbance.

Tho present administration is more deeply than its immediate prefleewHnm Air enporf mty for negotiation to that end can hardly fait to occur during the ensuing four years- To send to Spain, Kngland and Franco able diplomatists, selected with a view to the object, will necessarily be the f.n?t step towards it. Tho next step should be a declaration, not only by the executive.but by Congress.of the practical nieuiiitig which we assign to our much talked of Monroe doctrine. To take some definite and positive stand upon the subject of our relations with Central America is another necessary preliminary. We must bavo the "American policy" first and thu being established, measuurcs in accordance with it will necessarily follow. Reforming Drunkards.

The peculiar friends of the Ohio and Mississippi Road have, at great expense and with commendable spirit, been having a glorification over tio completion of their work, aud iu a flush spirit have christened it the great American Central Route." Why this name? Is it nay more central than other routes? There are other roads starting at Eastern points and terminating at the same point West. There is at least oue other route more central, if that word means passing on a di rectline from the Dnst ta the West. Suppose a passenger leaves St-Lonis at 7 o'clock in the morning arrives at the Queen City and remains there until the next morning, and leaves for the East in the 6 o'clock train reaches Xenia about 8 o'clock. Suppose another leaves St. Louis at the same time ou the Central route through Illinois and Indiana, he arrives at Xenia at 11 o'clock the same night, and passing on immediately is near Pittsburg when the other is at Xenia.

If this be true, and we believe it is, which is most entitled ta the term Central? The fact is, that so far as passing through Indiana is concerned the Indiana Centra! Railway is the route. It is one of the best roads in the West, and is conducted with as much skill as any road east or west. It is safe, being in good repair, and nnder the control of careful and experienced Conductors and Engineers. Passing through a country to. unsurpassed for fertility and beaaty there is something to interest the traveller.
