Jefferson City, Mo. Debate over the size of the St. Louis County governing body today delayed action in the state Senate on a proposed constitutional amendment to allow any Missouri county to adopt a charter form of government. Sen. Donald Gralike, D-St.

Louis, today offered an amendment to the home rule measure to require counties with over 500,000 population to have a governing body of 17 members. Immediately, the amendment was opposed by several Republican St. Louis County senators, who said the entire state should not decide the size of their county's legislative council. If adopted by the legislature, the measure must be passed by Missouri voters. As of noon today, no action had been taken on the amendment.

The home rule measure is sponsored by Sen. Larry Marshall, R-Columbia. Under current state law, only counties with more than 85,000 population may frame a charter form of government. In other action, the Senate tentatively approved a bill to increase benefits for retired teachers, who would be paid a certain salary as special advisers. Meanwhile, the House tent a i approved a bill making it a misdemeanor for an employer not to make payments into an employe retirement system after agreeing to do so.

In committee action, the House Agriculture Committee has approved a resolution to set up a joint committee to investigate milk pricing in Missouri. The resolution now goes to the House floor for consideration. Man killed KANSAS CITY (AP) --Calvin Pyle, 18, Parkville, was crushed to death late Monday night between the cab of a truck and its elevated loading device at Kansas City International Airport. an employe of Marriott Air Flight Service, was dead on arrival at Spelman Memorial Hospital in nearby Smithville. KANSAS CITY (AP) Negotiations are scheduled to resume in the nine-day-old teachers strike that has closed the city's 100 public schools, school and union officials said today in a brief, similarly worded announcement.

The announcement did not say when talks would begin, but a spokesman for the striking Kansas City Federation of Teachers said it would not be today. The statement said Supt. Robert Medcalf will participate in the contract talks a demand made since the start of the strike March 18 by union leaders. Preliminary talks between union leaders and the school district's negotiator Norman Wolff of St. Louis, broke off over the weekend without progress, and Wolff returned to St.

Louis. No previous talks had been held since the start of the strike. School officials said Monday their attorneys would ask the Jackson County Circuit Court today to cite the union and its officers for criminal contempt and file a federal court damage suit against the international union. Most of the city's 100 schools had been open during the strike, but Medcalf announced Monday that all schools would be closed starting today. He said they would remain shut down until sufficient employes returned to operate them.

The decision to close schools was made after teacher attendance declined to its lowest level since the start of the strike School officials said 656 teachers, substitutes and consultants showed up for work Monday, compared with 680 Friday The district has about 2,500 contract teachers. Pupil attendance rose to 18,765 from on Friday. Prior to Medcalf's announcement, both sides indicated no progress toward resumption of negotiations which broke off March 15. The superintendent said the closing of the schools was prompted by concern for the safety of the children. Norman Hudson, president of the local union, said "We're trying to get back to the table and we're working as quickly as we can to do He declined to elaborate.

Money is the central issue in the strike, and the negotiations broke off after teachers rejected a 5.5 per cent pay hike. Hudson also has said the district refused to bargain in good faith on about 40 other con- a items, including grievance procedures and a demand for smaller classes. The union represents about 2,500 contract teachers out of nearly 3,500 teachers, librarians, counselors, and paraprofessionals. Public Notice NOTICE OF TRUSTIES SALE WHEREAS, James J. Britain borrows LONDON (AP) Britain announced today a loan to help the nation resolve what the government called the nation's gravest economic situation since World War II. Chancellor of the Exchequer Denis Healey announced the loan at the outset of his first budget speech in outlining the financial policies of the new Labor government. The loan has been arranged in foreign currency by clearing banks for a period of 10 years, Healey said. Healey also disclosed at the outset of the budget speech that Britain suffered its worst trade deficit in history last month $986.7 million. The government had been expected to raise huge foreign loans to help cover the trade losses.

Other elements in the budget were believed likely to include higher income and sales taxes. The Department of Trade said the country lost $986.7 million in its trade with the rest of the world last month.
