THE OSHKOSH NORTHWESTERN WEDNESDAY, FEBRUARY 19, 1992 11 STATE ELECTIONS 50 Noirqiiiiii: collects 2 La Cross iiniOTinnibeinits survive race Both support hot busing plan De Broux, Hendrickson top Appleton mayoral race school teacher, who had 3,031 votes. Mayoral candidates eliminated in Appleton were: Alderwoman Barbara Grant, Alderman Jack Voight, 2,416 votes; Roy Jacobsen 878; Alderman Gerald Fisher, 639; Alderwoman Marsha Brewer, 86; and James Heinz, 66. Mayors in Milwaukee, Ashland, Rhinelander, Marshfield and Wauwatosa survived their first re-election tests in Tuesday's primary election, winning nominations to advance to the April general elections. With all 327 precincts reporting, Milwaukee Mayor John 0. Norquist had collected nearly 50 percent of the vote in a six-candidate field, receiving 49,180 votes.

Gregory Gracz, president of the city's firefighter union, ished second with 36,444, or 36.47 percent. "Tonight's victory is gratifying. But we're not taking anything for granted," said Norquist, who is seeking a second four-year term. "Clearly, there's a vigorous campaign ahead." The top two vote-getters in the various non-partisan mayoral primaries around Wisconsin advance to April 7 general elections. In Kenosha, the winners were Democratic State Rep.

John Antaramian and Alderman Keith Bosman. With all 34 precincts reporting, Antaramian had 8,458 votes, compared with 2,464 for Bosman. Eliminated from the mayor's race were Louis Rugani, 1,735 votes, and Jeffrey Wolkomir, 1,657. According to unofficial results, candidates in Milwaukee who" were eliminated were: Michael McGee son of a Milwaukee alderman who has threatened violence against residents if conditions don't improve for minorities, with 7,082 votes. Ira Robins, a private investigator, with 4,790 votes.

Robins has examined claims that former Playboy Club waitress Lawrencia Bembenek was framed when convicted of murdering her husband's The La Crosse plan is based on whether pupils qualify for the free school lunch program. School offi- 4 cials say as many as 70 percent of pupils in some La Crosse elementary schools qualify for the program. In other elementary schools, as few as 5 percent qualify. The plan would tighten the range of those who qualify for the program from 15 percent to 45 percent in each school, supporters say. Opponents argue that busing breaks up neighborhoods, discourages parental involvement and does not improve the education of children from low-income families.

With all districts reporting, the six winners, and their vote totals, were: challenger Michael McArdle, incumbent Charles Miller, challenger Neil Duresky, challenger Anna Sundet, incumbent Ellen Rosborough, and challenger Lynnetta Kopp, 1,841. day, with 1,267 votes; Monroe had 595. Timothy Kehoe finished with 298 votes; Frank Nolan, 284; Alderman Edward Kay, 32; and Linda Magovern, 32. In Rhinelander, with all precincts reporting, Mayor Joseph Bloom finished with 483 votes and Karen Minassi had 301. Donald Warner, with 154 votes, was eliminated from the race.

Political newcomer Marvin Duerr was the top vote-getter in Marshfield, topping Mayor David Koepke 2,153 to 1,139. Alderwoman Jeannette Coombs finished a distant third, with 856 votes. The top vote-getter in Wausau's three-man primary was David Torkko, who owns a caramel corn company. He edged out city engineer John Hess 2,895 votes to 2,601, according to unofficial results. Roger Otto finished third with 1,839 votes.

In Edgerton, two aldermen advanced to the April general election. Steve French collected 200 votes, compared with 188 for Alderman Timothy Roenneburg. Oregon Street Chapel LA CROSSE (AP) Two school board incumbents survived Tuesday's primary election despite their support of a controversial plan to bus elementary school students based on family income.

The incumbents were among the six winners in a field of 10 candidates who will square off for three school board seats in the April 7 general election. The election follows the school board's approval early this year of a plan to bus a majority of the district's 3,800 elementary school pupils in order to create a better balance of rich and poor pupils in each school. Earlier this year, a group of parents opposed to the income-based busing plan said they will start a recall drive March 13 to oust the other six members of the school board who supported the plan, but who are not up for election this spring. One school board member whose term expired didn't seek re-election. ORDER GIVING NOTICE TO INTERESTED PERSONS AND LIMITING TIME FOR FILING CLAIMS STATE of Wisconsin, Circuit Court, Winnebago County.
