"Oshkosh is an ideal community," he said. "It doesn't have a major station, and we anticipate serving the city and Winnebago County." The broadcast signal will be limited, he said. Only city of Oshkosh, Winnebago County -and a small portion of Outagamie County residents will be able to receive the signal. David Ferrara, vice president of National Affiliation Relations for Fox Broadcasting said Wednesday he expects Fox's affiliation with WXGZ, based in Appleton, to switch to the Green Bay station. "We look at this as an important market and hope to iron out our affiliation with WGBA by Feb. 15," Ferrara said. WXGZ general manager Roy Smith said he expects the station to return to the air in the near future, but in a drastically different format. "We envision a home shopping network, which is a far cry from the full service station we were," Smith said.

Smith said 28 employees will be out of jobs because of the ownership change. Smith said WXGZ had been successfully battling bankruptcy and enjoyed a 30 per-'cent increase in sales along with improved ratings. "We were well on our way to being self-sufficient. WFRV-TV 5 will air CBS Network programs and WBAY-TV 2 will broadcast ABC programs under terms of the stations' sales announced Wednesday. Robert Farrow, vice president and general manager of WFRV-TV 5, and its satellite, WJMN-TV 3, serving Michigan's Upper Peninsula, said he looks forward to becoming part ofCBS.

"CBS has always been considered the premiere television network in the United States," Farrow said. Farrow added that in the 1991-92 television season, CBS airs the nation's most-watched program schedule; ranking first in primetime, daytime, children's and sports programming. He noted that five CBS programs "60 Minutes" and "Murder, She Wrote" on Sunday, and "Murphy Brown," "Designing Women" and "Major Dad" on Monday, are ranked in the top 10 in prime-time ratings. WFRV-TV 5 and WJMN-TV 3 will also broadcast CBS Sports coverage of the National Football League and the Green Bay Pflckcrs. WBAY-TV 2 and WFRV-TV 5 will continue their current lineup of syndicated programs.

Local news programs will also remain the same. CBS Network News will move to WFRV-TV 5 and ABC Network News will move to WBAY-TV 2.
