Moscone, 49, and Milk, 44, were shot to death Monday at San Francisco City Hall. After a few years as a leading member of the board, Mrs. Feistein announced her candidacy for mayor. She was one in a field of unsuccessful challengers against former Mayor Joseph Alioto in 1971, and later ran against Moscone.

Mrs. Feinstein is a quiet, soft-spoken person. She has surrounded herself with a staff of young professionals and reformers. A member of her staff described her as "very much of a woman." if WASHINGTON (UPI) The Supreme Court today upheld an Alabama law authorizing cities to extend police, sanitary and some licensing powers to people living within three miles of the city line. And the high court ruled 5-4 that federal voting law forbids county school boards to reauire employees to take unpaid leaves of absence when running for public office.
