'Fields department store at the corner of North Monroe and Tharpe streets and plans to open a mart store on the site. mart spokeswoman Barbara Gates said Friday that the company's offer for the vacant store, the Pantry Pride supermarket and surrounding land was the winning bid for the property.

mart's offer was made to the former owners, The Second Realmart Inc. of New York, J.M. Fields Inc. and Food Fair under the supervision of the U.S. District Court in New York.

Since October 1978, Food Fair has been operating under the protection of a federal bankruptcy judge. The company's J.M. Fields stores were closed last year. Under the agreement between mart and the former owners, the department store chain will lease back Pantry Pride's space to Food Fair for about $50,000 a year. Ms.

Gates said mart would refurbish the J.M. Fields building, but did not know when the new department store would be ready to open. The entire shopping center property is 823,284 square feet. mart now operates two stores in Tallahassee. Tire company recalls radials WASHINGTON (UPI) The Transportation Department Friday announced Uniroyal Tire Co. is recalling an estimated 2 million steel-belted radial tires, the second largest tire recall in history. Uniroyal's decision to recall the passenger car tires and exchange them for new ones came after -the National Highway Traffic Safety Administration made an i i i a 1 determination that some tires made by the firm contain a safety-related defect, The recall folldws an investigation of nearly 13,000 failed tires and includes a number of brands made by Uniroyal, the safety administration said. It covers more than 1 .3 million of the company's "Zeta 40 PR6" and "TPC PR6" tires, size LR78-15, produced in 1975 and 1976, and tires made for other companies which are essentially the same as the two Uniroyal types.

The Firestone Tire and Rubber Co. began the largest such recall ever in 1978. That involved an estimated 10 million Firestone 500 steel-belted radial tires. Traffic safety administration chief Joan Claybrook said owners of the Original equipment Uniroyal tires will receive notification letters based on automobile registration records. But she emphasized it is not necessary to receive a notification letter in order to exchange the recalled tires for new ones.

The private and allied brands include Diplomat Steel Belted Radial, Gillette Steel Belted Radial, Peerless Steel Belted Radial, Fisk Steel Belted Radial, Delta Radial Delta Victorian Radial and Radial II, Delta Durasteel Radial, mart's KM Radial and Mark Steel Belted Radial. Also Sonic Steel Radual Dual Steel Belts, Exxon Steel Belted Radial 78, Traveller Radial Dual Steel Belt and Big Big Steel Radial II. Uniroyal's commitment to recall culminates a safety defect investigation begun last May by the safety administration. In its investigation of the PR5 and PR6 tires, the administration analyzed reports of 12,856 failed tires from 5,455 consumers and said it had reports of 386 accidents and 96 injuries associated' with the tire lines. "It is clear," Mrs.

Claybrook said, "that the tires being recalled by Uniroyal have experienced an unacceptable, rate of failure and a large number of these failures involved separations of the tire's tread and belts, which can be verv dangerous." A Uniroyal spokesman said in New York, "While, in our judgment, no injuries or major property damage had resulted from any defects in these tires and none had been proven Uniroyal is taking this course of action tcalle-viate consumer concern and avoid the costs of continued proceedings with the National Highway Traffic Safety Administration." The spokesman said consumers were being notified by mail of the recall, which he said would cost the company less than $5 million. The Consumer Price Index shows that the price of food purchased in grocery stores for home consumption in 1979 rose 9.5 percent, compared to a 13.3 percent boost in all consumer prices.
