Many storeowners had closed early and rolled down metal grates to cover the windows and doors. Army troops were stationed outside the city's main train station to keep order during rush hour. Late in the afternoon, state police reinforcements arrived in three armored personnel carriers. Protesters who tried to hide in office buildings or in the historic St. Anthony's convent were chased and dragged out.

The demonstration began peacefully Tuesday morning when people gathered to protest the increase in bus fares. Buses provide basic transportation for about 4 million people in this city, with a metropolitan area population of 10.2 million. Sergio Moura, a leader of the socialist Workers Party who was at the scene, said that at noon six people walked into busy Rio Banco Avenue and stopped traffic and then about 1,000 others joined to block the street. "The police came and threw noisy dispersal bombs to break up the group," Moura said. "It was a provocation.

The group returned and began to stop and vandalize buses." The bus fare increase had been announced three weeks after the government froze wages in an effort to curb inflation that was approaching the rate of 1,000 percent a year. Sarney has been attacked for his anti-inflation policies, and many critics are calling for him to resign midway through his six-year term. They also want direct elections. Sarney, Brazil's first civilian president after 21 years of military rule, was not direcly elected. He became president after a 1984 electoral college election coordinated by the outgoing military government.

7 (LfU Associated Press RIO DE JANEIRO, Brazil Tens of thousands of people protesting an increase in bus fares rioted in downtown Rio Tuesday, battling police, looting stores and setting 20 buses afire. About 500 helmeted police used clubs and fired tear gas and concussion grenades to disperse the mobs in the city's financial district. Protesters responded by digging up cobblestones and pieces of the mosaic sidewalk and hurling them at police. Office workers leaned out of windows and pelted police with light bulbs. Late Tuesday, the government announced that the fare increase, from 11 cents to 17 cents, had been suspended.

Some protesters shouted, "Direct elections now!" and "Sarney get out!" and called on President Jose Sarney to resign. Fire Chief Flavio Fagundes said 20 buses were set on fire and two federal government cars were overturned and burned. Firemen who tried to extinguish the flames were hit with stones and four were injured, he added. The Souza Aguiar Hospital said 30 people were treated for cuts and bruises or for inhaled smoke and gas fumes. Police seized protesters and placed them in police vans stationed throughout the financial district A police spokesman, Geovanni Aze-vedo, said 80 people were arrested, but officials did not have any overall number of the people injured.

Along Rio Branco Avenue, the main downtown thoroughfare, rioters forced buses to stop and ordered passengers off. Then they smashed the windows, punctured the tires and set the vehicles on fire. Two police helicopters hovered above, and their downdraft fanned the black smoke from the burning buses. Man who killed father ruled insane, not guilty LITCHFIELD A local man who shot his father to death in November was sent back to a state psychiatric hospital last week after a Superior Court judge determined he was insane at the time of the slaying. Judge Frances Allen found Roger Rossi, 27, not guilty of manslaughter by reason of insanity after an hour-long trial Thursday, said Carl Eisen-man, a public defender who represented Rossi.

Allen determined that Rossi, who has been diagnosed as schizophrenic, was insane when he shot his father, Charles Rossi, in the stomach, then drove to the Torrington police station and confessed, Eisenman said. Rossi stole a gun from a friend in Litchfield and went to his father's Torrington home and shot him, police have said. After the trial, Rossi was returned to the Whiting Forensic Institute, a hospital for the criminally insane in Middletown, where he has been held for the past several months. He will be examined within the next two months to determine if he should stay there or be released, Eisenman said. He could be kept there for as long as 20 years.

Bristol man found dead in car on Route 9 ESSEX A Bristol man was found dead in a car Tuesday afternoon by state police along Route 9 in Essex, state police said. Michael Czarneski. 65, of 48 Beth Bristol, was found about 2:20 p.m. in a car parked in the breakdown lane on northbound Route 9 between exits 2 and 3, police said. The car appeared to be disabled and had not been in an accident, they said.

The man appeared to have died by natural causes. The body was taken to Middlesex Memorial Hospital for examination. The body is expected to be taken to the state chief medical examiner's office in Farmington, and doctors there will decide today whether to conduct an autopsy, a spokeswoman at the medical examiner's office said. State police are investigating the case.
