Foreign Secretary Sir Alec Douglas-Home is scheuled fly to Peking at the end of October for the first visit by a top-ranking British cabinet minister to the Chinese capital since the Communist revolution. British officials hope this could lead to genuinely warm relations between the two gov- ernments. Heath has also said he hopes to pay a similar visit sometime, although officials say.

LONDON (UPI)-Britain, like the United States, is busy polishing up her once badly tarnished relations with China. Less than five years after Chinese mobs sacked the British diplomatic mission in Peking, at the height of the cultural revolution, there is serious talk of a visit by Prime Minister Edward Heath to the Chinese capital. Britain more than 20 years ago was among the first Western countries to recognize China and break off diplomatic relations with Taiwan. But relations were never really warm. The two countries maintained diplomatic missions in each others' capitals headed only by charges d'affaires instead of full ambassadors.

Trade between them was on a small scale. Britain's flourishing crown colony of Hong Kong on the Chinese coast was a source of chronic friction. This came to a head in the summer of 1967 when the colony was racked by Communist-inspired rioting. It was soon after this that the British diplomatic mission in Peking was sacked. Anthony Grey, correspondent of the British Reuters News agency in Peking, was arrested and hald prisoner for months in his own home.

But a little more than a year ago, Britain joined the United States in the experiment of "ping pong diplomacy." A visiting British table tennis team was as warmly received in Peking as was an American squad. Britain backed U.S. moves to admit China to the United Nations. "More and more we are witnessing armed rebellion against American society," he said. "More and more we are witnessing a display of hatred for the United States and a contempt for its laws and institutions." What is needed, said MacCarthy, is a "personal program of action, recognizing that everyone has definite duties and obligations to his home, church, job and, above all.
