A native of Bainbridge, of Columbia, S.C., and Don Whitehead of Allentown, a daughter, Dorothy Turner of Gulf Breeze; a brother, J.D. Turvaville of Tallahassee; six stepgrandchil-dren; and two stepgreat-grandchildren. Rayfield Williams Rayfield Williams, 87, of Quincy died Wednesday. The service will be at 11 a.m. Friday at Campground Cemetery in Quincy.

He was a native of Blakely, Ga. He is survived by his wife, Omie L. Williams of Quincy; three daughters, Mary Williams of Quincy, Juanita Spencer of Riviera Beach and Earlene Johnson of Quincy; four grandchildren; and three great-grandchildren. A native of Bend, he had lived in Tallahassee since 1984. He was a fork lift operator until his retirement. He is survived by his wife, Betty A. Tennent of Tallahassee; two sons, Jonah Tennent of Tallahassee and Mark Tennent of California; a stepson, Michael Thompson of Perry; two stepdaughters, Marie Bambacht of Tallahassee and Betty Stafford of Jefferson County; a brother, Russell C. John Joseph Cavanaugh John Joseph Cavanaugh, 78, of Monticello died Tuesday in Gainesville. The service will be at 2 p.m. Monday at Culley's Meadow-Wood Funeral Home Riggins Road Chapel (877-8191), with burial at MeadowWood Memorial Park. Family will receive friends from 3 to 5 p.m. Sunday at the funeral home.

A native of Brooklyn, he had lived in Monticello for 30 years. An Army veteran of World War II, he was a life member of the Military Order of the Purple Heart and the American Legion, serving as an officer in both organizations. He was employed in the electronics industry and was a master equestrian. He is survived by his wife of 53 years, Hazel Nadeen Cavanaugh of Monticello; a son, James Hilton Cavanaugh of St. Augustine; two daughters, Diane Keane and Doreen Ryan, both of Staten Island, N.Y.; two sisters, Catherine Nesgood of Toms River, N.J., and Marilyn Shaw of Clark, N.J.; four grandchildren; and seven great-grandchildren.

John M. Shaw, federal judge John M. Shaw, the U.S. District judge who was a key player in the planning and construction of a new $27 million federal court building in Lafayette, died Dec. 24.

He was 68. Shaw became ill while working in his courthouse office and had to have surgery for a ruptured aortic aneurysm. He had been hospitalized since Dec. 16. Shaw was a federal judge for two decades after a successful career as an attorney in Opelou-sas, La.

Shaw was appointed as a federal judge by President Jimmy Carter in September, 1978 and became chief judge for the Western District of Louisiana in 1991. He continued in that role until 1996. By David Royse THE ASSOCIATED PRESS Florida, Alabama and Georgia gave themselves four more months Wednesday to work out how they should share the water that flows through the Apalachicola-Chattahoochee-Flint river basin. They had been working under a tight deadline to conclude several years of negotiations by Friday or risk having one or more of the states go to court over rights to the water flowing out of Georgia into Alabama and Florida before going into the Gulf of Mexico.

But negotiators meeting here Wednesday said they were close enough to an agreement that they didn't want to scrap what they've done so far and gave themselves until May 1 to reach a plan all three states can agree on. "I think all three states are serious about wanting to get an agreement and ensuring it is workable," said Bob Kerr, Georgia's chief negotiator in the talks. In the talks over the Apalachicola-Chattahoochee-Rint basin, Alabama and Florida complain Georgia takes more than its fair share of water from the rivers. All three states rely on the water for hydroelectric power, drinking water, navigation and recreation. The waters start in Georgia and flow through metropolitan Atlanta where residential and commercial growth siphons some of it off.

The two neighboring states sued Georgia over the issue in 1990, but the three states agreed to try to settle their differences out of court. Doug Barr, a negotiator for Florida, said there is still much to be worked out in the remaining four months. The main sticking point is the amount of water that crosses the two state lines. But the sides also still have to work out differences on how much water Georgia would be able to hold back when there is a drought and how reservoirs are managed. "There are still significant differences," Barr said.

He then wrote the book "Yes, Mr. DeMille," which became a West Coast best seller. He also wrote a Sunday feature on film personalities for The New York Times. He was the author of three other books; the latest, "The Treasure of Victoria Peak," was published in 1985. Koury wrote and produced the film "Man From Independence," at the request of President Harry S.

Truman. Lawrence J. Majewski, art expert Lawrence J. Majewski, an internationally known art conservation expert, died of leukemia on Dec. 2 at his home in Wappingers Falls, N.Y.

He was 80. Majewski headed an American team of conservators in Florence, Italy, after flooding there in 1966. Seen as a fact-finding mission, the group's members also plunged mto rescue efforts, moving artwork and books into dry areas. A native of Brooklyn, N.Y., he was a longtime resident of Madison. He was a newspaper writer and radio announcer for various media across the country and was Benjamin Elwood Cutrell, Mennonite publisher Benjamin Elwood Cutrell, who served as publisher of Mennonite Publishing House-Herald Press from 1961 to 1988, died Sunday. He was 76. After a stint in Colorado managing a printing business for his father, Cutrell returned to Scotts-dale, Ariz, and eventually became the publisher at Mennonite Publishing House. He led the development of major curricula and magazines for the church and helped establish Herald Press as a leading publisher of Anabaptist-Mennonite history.

Phil Koury, lawyer and writer Phil Koury, a lawyer, writer and former general counsel of the Kansas City Royals, died Sunday. He was 88. Koury was a staff member to The Kansas City Star from 1934 to 1941 and served as executive consultant to the newspaper in the late 1960s. For 20 years, he was a special assistant to Ewing M. Kauffman and for the last 10 years of that period, he was vice president and general counsel of the Kansas City Royals.
