RAPIDS Thanks to congressional rules administered by the Federal Communications Commission, C-Span the cable TV station that reports on congressional activities has been assigned a new channel by Crown Cable. To make room for WJFW-TV, an NBC affiliate in Rhinelander, C-Span was moved Friday on the local cable system from Channel 12 to Channel 41, a previously unused channel, said Susan Jirgl, Wausau, Crown's marketing manager.

"Under FCC rules, WJFW has 'must carry' rights to the Wisconsin Rapids market," she said. "That means if the station requests and meets certain conditions, we must carry them." The addition means there now are three NBC stations on the Crown Cable system, with WJFW-TV joining WLUK-TV, Green Bay (Channel 11), and WEAU-TV, Eau Claire (Channel 13). The Rhinelander affiliate, how ever, will give Crown access to a station that covers Milwaukee Brewers baseball games, Ms. Jirgl said. "Schedules of Brewers games covered by the channel are available from our offices," she said.

"Wisconsin Rapids is part of our advertising market," Marie Platteter, WJFW's general manager, said today, "but we have never been able to penetrate that cable system, partly because we were never significantly viewed there in the past.
