Officials of the federal reserve board, which regulates consumer credit, take the position that credit controls will have to be retained as long as goods are short and prices rising, regardless of whether prices are controlled. Otherwise, as they see it, purchasing power would so greatly overbalance the supply of automobiles, refrigerators, furniture and the like that buying pressures would send prices 'kiting with strong inflationary results. This view has been challenged by a number of credit financing concerns, retailers and banks, who are getting some congressional support for their argument that credit controls themselves are inflationary because they hold back mass production. Under the controls, the buyer of an automobile, a refrigerator, a kitchen stove and most other articles must pay one-third down in cash and the balance within 15 months. On furniture, the down payment must be one-fifth of the price, and the balance must be paid up within a year. The reserve board, however, has just dropped all controls over credit on articles costing more than $1,500. Buyers of these high cost items mostly automobiles can pay as little down and spread payments over as long a period as their financers will permit. The anti-control forces, unap-peased, say that doesn't do anything for the "little fellow" who couldn't buy the goods anyway.

Wealthier buyers, they say, already are getting first crack at goods which were out of production throughout the war. And, they say, the controls are just making the "little fellow" liquidate his war bonds or bank account if he's got them to keep from getting left out of the buying parade. More and more they're portraying the veteran as the fellow who's handicapped by the controls and they're asking what's the use of giving him easy terms to build a house and then having terms too stiff for him to furnish and equip it? Federal reserve men reply that current incomes provide considerable buying power, and too liberal credit would cause users to pay much higher prices and sometimes get them stuck with shoddy goods, too.
