"People are paying their tickets," he said. The police department has a file of 81 people whose licenses are suspended for unpaid fines. Another 137 people have received suspensions since the program took effect in the summer of 1983, but regained their vehicle registrations by paying their fines, Spencer said. State law allows police to request registration withdrawal after the recipient of a parking ticket has not paid the fine after two written notices within about 40 days.

In the past, the city's files contained 250 to 300 unpaid tickets, Spencer said. The file now contains 73. The 73 ticket receivers are those now within the 40-day period. "I was surprised at the numbers under suspension," he said, noting that he expects the numbers to go down. With a -iBB.
